本文檢討嘉義機場排水系統情況，以淹水問題進行特性分析、降雨頻率、集水區域規劃及排水情形調查等參數，加以分析淹水原因進行改善嘉義機場治水策略之探討，以作為未來嘉義機場淹水改善之參據。
嘉義軍用機場自1977年起，改由交通部民用航空局始辦理營運後，形成軍民合用機場，機場地形大致呈現南高北低及東高西低之走勢，跑滑道並有效之排水設施，近期如遇豪(大)雨或短延時之強降雨常有淹水情事，機場僅已跑滑道超高舖面處理道面，但能無法將大雨過後逕流至鄰近草地連至既有排水設施排放。
雖然嘉義縣政府相關單位對於嘉義地區，從2002年研提「嘉義地區嘉義大排改善檢討規劃報告」，以達治本目標，但對於短延之強降雨造成之機場淹水，未能有效解決之效。
