The topics mainly discussed in the past literature is the earnings management behavior of enterprise’s performance but ignore the efficiency of factors. Past literature focusing on mature markets such as the United States and limited the sample to firms that have been regulated by the competent authorities of the enterprise. This paper analyzes and compares the causes and consequence of earnings management behavior of enterprise in the emerging market like Taiwan. And the earnings management is divided into accruals and real earnings management, the inefficient investment measure is divided into capital expenditure, the R&D expenses, and total investment expenditures. When the enterprise has earnings management behavior and the empirical results show that there are over-investment in the inefficient investment measured by capital expenditure and total investment expenditure, but inefficient investments measured by R&D expenses are under-investment.
