全球化趨勢下，造成產業結構變化與快速的空間變遷，對許多地區而言形成巨大的挑戰。根據主計總處2011年統計，台灣中、南部及東部縣市已出現人口和經濟逐年衰退的現象，尤其是非都市土地更具顯著影響，這些地區高度依賴農業發展，隨著社會變遷、產業轉型，造成從業人口流失、農業部門萎縮，柏林人口及社會學家就曾提出經濟發展及社會體制改革是鄉村地區萎縮的主要因素。然而，為了解鄉村地區之類型差異便須共同考慮地理、產業特性及社會環境，以充實鄉村之概念，利用地方上的物理及社會環境等相關指標進行討論，將會有不同面向、特性的鄉村類型產生；近幾年政府提倡「由下而上」的治理方針，透過第三部門解決地方社會及產業問題，「社會企業」就是在此概念下再充實企業組織模式發展而成，我國政府將2014年訂為社會企業元年，期盼能夠做為穩定社會補救功能之角色，並有別於以往福利救助體系依賴政府之情形；從其提供的產品與服務類型看，往往提供營利型企業不願提供或達不到市場利潤水平的產品與服務；其組織運用企業化的精神與方法，創造經濟上及使命上的價值。
本研究將台南市20處行政區做為實證地區，以群落分析方法及萎縮空間判定方法探討其鄉村特性與萎縮成因、類型，再藉個案訪談及光譜圖分析方法了解社會企業對地區經濟、產業、社會及人口層面上是否具有影響，歸納不同組織運作及執行現況，探討可做為地區永續發展的機制；實證結果顯示，由社會及物理環境分析中，可歸納出「生活機能完備地區」、 「傳統農業發展地區」及「偏鄉難發展地區」三種鄉村類型，第二部分透過人口及產業成長情形進行萎縮空間判定，將鄉村地區分為「成長型」、「單萎縮型」及「雙萎縮型」，第三部分進行社會企業組織分類、篩選與個案深度訪談，藉此分類出地方上不同運作型態的產業發展組織，以了解社會企業在地方的發展模式；並從深入訪談中整理、歸納組織之運作，了解社會企業是否存在，同時在經濟、產業、社會及人口層面上產生影響，最後，再與前述鄉村類型分析進行綜合討論和比較；故研究結果包含:「萎縮鄉村類型分析」、「地方發展社會企業之探討」以及「鄉村特性與社會企業組織特性綜合比較」，未來可提供做為鄉村地區發展社會企業之參考依據。

Due to the globalization trend, many areas have started to encounter issues such as population decrease, economic downturn, and employment decline. Among all the shrinking areas, rural areas in Taiwan have been struggling with continuous decline from both economic and demographic perspectives since the 1990s. However, if we want to realize and solve the issues in rural areas, it is necessary to understand the rural characteristics by using local indicators and it will have different types.
More recently, the emphasis of revitalizing shrinking areas has shifted to the establishment of a local sustainable management mechanism to ensure the regeneration strategies sustain. The idea of social enterprise has been considered as not only grass-rooted but also more economically feasible in terms of seeking the glocal answer to the shrinking areas at local level. Our government develop the social enterprise by proposing the Project for Social Enterprises Action Plan,because social enterprise not only stabilize public assistance but also create spirit and method of enterprise,it is different from previous welfare system which depends on the government.
This research takes 20 districts in Tainan city,the first we use the method of cluster analysis and shrinking analysis to discuss rural characteristics and shrinking type.Then the case interview and spectrogram are the method to understand what is the influence to local areas and local organization by social enterprise. We also induce the business situation to know local sustainable management mechanism.
Finally, using the physical and social factors to analyze the rural areas, The rural area in Tainan city can be classified into three types according to the characteristics of environment. It includes the type of promoting vital functions, developing local agricultural industry and remote communities. The second part to divide shrinking areas into 3 categories in time series and spatial structure by the transformation of demography and industry,including the type of growth,unilateral shrinking and double shrinking.The third part, we use case interview to classify the different types of industrial development organizations to research the business model and situation.In the end, discuss with rural characteristics,we know it is indeed influence the local organizations.
