以原油及天然氣為原料所生產的石油化學品產業可稱得上是所有產業的火車頭,其年產值近2兆元,佔國內生產毛額(GDP)比重近13%,是提高國民所得與促進國內經濟發展的重要命脈之一。但石化產業和其他重工業一樣,在生產過程中時因環保及工安問題而引發民怨,甚至造成公共危險。隨著國人工安環保意識日益抬頭,如何在經濟發展和城市安全之間作好平衡管理,是政府的一大考驗。
過去,對於石化產業重大社會事件的發生,政府機關通常採取停工、關廠、斷管或罰款等手段來懲罰企業以懲效尤。民國103年7月31日高雄市發生近50年來最嚴重的石化管線氣爆事件,因石化管群遍布高雄市區,以傳統思維所作之懲罰措施,並無法有效控制或改善問題。高雄市政府為解決工業管線安全管理之四大關鍵問題,著手與企業及其他利害關係人展開四大價值共創活動,其作法值得進一步觀察分析。
2000年以來,許多文獻肯定價值共創為企業帶來顯著的效益,但實務界對於運用價值共創思維提出公共事務或社會重要議題的解決方案,並不多見。本研究以石化業者C公司為代表,觀察分析其與地方主管機關高雄市政府之間的互動,透過研究個案,探討高雄市地下工業管線安全管理的歷史脈絡,研究高雄市政府如何與企業及其他利害關係人應用自身的資源,達到價值共創,以提昇工業管線之安全管理。期望透過本研究,協助未來公共事務,尤其是城市安全管理的發展,朝向價值共創的策略思維來解決社會重大問題,並為產、官、學界帶來新的視角,用以觀察城市安全管理的發展現況與問題。

SUMMARY
Since the raising awareness of industrial safety, how to balance the economy development and urban safety becomes more crucial. Inspired by Kaohsiung Gas Explosions on July 31, 2014, government realizes that the underground pipelines cover the whole city, so only using traditional way to punish related parties cannot efficiently control the urban safety problem. Thus, from the perspective of value co-creation and service-dominant logic, this study tries to observe the interaction between government and corporations in petrochemical industry. Via the case study also, this research examines the safety management of industrial underground pipeline in Kaohsiung city, hoping to investigate how the government, corporations, and other stakeholders co-create value with their own resources and enhance the industrial pipeline safety together.

INTRODUCTION
It can be said that petrochemical industry is a bellwether of industries and economy. The value of its annual production almost reaches two trillions, accounting for nearly 13% of GDP. However, even though petrochemical industry contributes a lot to the economic development, it also brings environment pollution and risk of public security. Take the underground industrial pipelines as example. In order to connect and transport petrochemical materials to every industrial zone, the long-distance underground pipeline network almost covers the whole Kaohsiung city, including the population centre. This huge buried crisis erupted on July 31, 2014, the miserable Kaohsiung Gas Explosions. The nightmare warns the government and us that we need a more effective way to manage the industrial safety.
In this study, Kaohsiung city’s industrial pipeline safety will be linked to the interaction between government and corporations, and they will be analyzed with the theory of value co-creation. Moreover, with the case study, this research aims to make this investigation more practical and ultimately hopes to provide a direction for government and society to enhance Kaohsiung city’s urban safety.

MATERIALS AND METHODS
In regard to the concept of value, previous researches indicate corporation is the one which creates values; oppositely, consumers passively take and consume values. However, after 1990s, method of value co-creation thrives. Scholars believe that value is co-created by corporations and consumers. Academically, many studies agree with that and extend the benefit of value co-creation, but practically, the value co-creation is rarely implemented to deal with public affairs or social issues.
In view of that, this study aims to apply the four building block of value co-creation – DART, to discuss Kaohsiung city’s industrial pipeline safety management. Furthermore, through the case study and related personnel’s interview, this study also integrates theories and practical situation to systematically analyze how government and stakeholders co-create value while participating in the social issues and guarding the urban safety together.

RESULTS AND DISCUSSION
Based on value co-creation, this study finds several principles in the industrial pipelines safety management. First of all, corporation is a crucial stakeholder in the solution of social problem. Secondly, nodal company leads the activity of value co-creation. Thirdly, the key point of value co-creation is to satisfy every stakeholder’s value proposition. Next, interaction platform promote the sustainable value co-creation. Finally, every stakeholders’ value can be co-created when the principle of value co-creation are implemented.

CONCLUSION
In this case study of Kaohsiung city’s industrial pipeline safety management, the research finds that activities of value co-creation help government and other stakeholders communicate in a more effective way. Then, stakeholders become more willing to participate in public affairs because their value demand can be satisfied. Through the discussion of industrial pipeline issue, this study expects to contribute to the development of urban safety management. With the strategic thinking of value co-creation, this study also looks forward to provide new viewpoints to industries, government, and academic for re-examining the urban safety management.
