二十年來，台灣經濟快速起飛。除電子產業蓬勃發展外，中小企業發揮
了關鍵作用。就業人數佔企業總數的近 80％，無疑成為台灣經濟發展的重要
力量。隨著產業結構的逐步轉型，企業都在盡全力過渡。但是，在有限的資
源範圍內，如何在這個競爭環境中發展動態能力，以及如何保持競爭力和與
其他企業差異化的方面還有待於進一步的探索。因此，本研究採用德懷術研
究方法，以資源為視角，詳細討論中小企業應對行業動態競爭力的關鍵因
素。
本研究依據相關文獻資料及德懷術研究法，邀請三位相關學者與兩位經
營管理專家進行半開放式訪談並參酌所提供的建議，經專家訪談後蒐集而成
的資料編制德懷術專家小組問卷，針對十五位中小企業經營管理者進行三次
問卷調查使達成共識，研究結果共歸納出四個構面和九個子題：(一) 企業創
新機會、(二) 企業內部資產、(三) 企業流程、(四) 企業外部資產，本研究
結果期望能提供中小企業經營管理者因應動態競爭優勢發展之參考。

Over the past two decades, Taiwan’s economy has taken off quickly. In addition to the vigorous development of the electronics industry, small and medium enterprises have played a pivotal role. The number of employed persons accounts for nearly 80% of the total number of enterprises, which undoubtedly become an important energy for Taiwan’s economic development. With the gradual transformation of the industrial structure, companies are all trying their utmost to adjust to the transition. However, the facets on how industries should develop the dynamic capability in this competitive environment within limited resources and how they should sustain their competitiveness and differentiation from other enterprises are less explored. Therefore, this study uses Delphi Techniqne to discuss in detail the critical success factors the small and medium enterprises should possess in response to industrial dynamic competitiveness with the resource-based view.
Based on the relevant literature and Delphi techniqne, the study conducted semi-structured interviews with 3 scholars and 2 management experts before compiling the Delphi questionnaire. The three following questionnaire surveys for 15 managers in small and medium enterprises can be summarized into four facets: 1. Enterprise innovation opportunities, 2. Internal assets, 3. Enterprise processes, and 4. Enterprise external assets. The results of this study are expected to provide a reference for small and medium enterprises for developing industrial dynamic competitiveness.
