本文探討在人口密度不同的城鄉醫療市場中，政府如何透過單一訂價或分區訂價的價格管制以影響醫院間的品質競爭。 同時並觀察何種價格管制方式對社會較為有利。
本文發現，在醫療價格方面，鄉村醫院(都市醫院)在分區訂價時的價格較低(高)，因為政府考量鄉村居民(都市)需負擔的運費較高(低)，因此政府訂比較低(高)的醫療價格。在醫療品質方面，鄉村醫院(都市醫院)在分區訂價時所選的品質比較低(高)，因為鄉村醫院(都市醫院)在分區訂價時得到較低(高)的醫療價格，使鄉村醫院(都市醫院)選擇的醫療品質較低(高)。在區域社會福利方面，鄉村(都市)地區在分區訂價時的社會福利較低(高)，顯示分區訂價可能傷害鄉村地區的醫療照護。在總社會福利方面，政府利用分區訂價時的社會福利大於單一訂價時的社會福利。這是因為城鄉存在不同的人口密度以及地理距離，政府透過分區訂價更能符合城鄉之間的差異。
