一般來說「醫療資源」是有限的,但必須面對目前大眾對於醫療資源需求大幅增加的情況下,所以也必須與「醫護人員」互相配合安排,醫院為了解決醫療資源配置、醫療的可近性、公平性、適當性、利用、費用等相關問題,這些問題若無好的整體規劃與評估,是容易導致「醫療資源」浪費,或「醫療資源」閒置等問題。
本研究觀察大部分的醫院都是行政人員手工在排值班醫生、值班護士以及規劃醫療資源;為了提高規劃與排班品質與效率,考慮在規劃與排班服務中為醫院行政管理人員提供一些「決策支援」,例如規劃與排班服務該考慮的因子、類似的參考案例、規劃與排班服務可以用那些手法實現等。本研究將進行醫院實地訪談與勘查,並整理相關「醫療資源」與「醫護人員」文獻,提出一個讓醫院能夠有完整的方法解決醫院的「醫療資源」與「醫護人員」規劃與排程問題的架構,並進一步利用彙整出來的架構,開發一個醫療資源與醫護人員規劃與排程決策支援雛型系統,來協助醫院行政管理人員分析與解決其所面對的醫療資源與/或醫護人員規劃與排程問題。
The medical resource is limited. In order to digest the increasing demand, hospital will cooperate with medical personnel. However, hospital still has multi problems like, divide medical resource, accessibility, equality, appropriation, usage and fee. These problems should be organize and evaluate well to avoid medical waste.
This study observes the administrators in hospital who organize doctors, nurses and medical resource manual. In favor of improving the quality and efficiency, offer them a reference to organize schedules. This study will go to hospital in person to investigate; also we will study about related researches. We will propose a frame to help medical personnel to analyze and solve the problem of organizing medical resource and medical personnel.
