The sustainable use of water resources is an important issue of resource conservation in a country. The improvement and conservation of river water quality is even a fundamental subject to be faced by the modern societies. According to the water quality monitoring results of Wuluo River Basin, which has high farming density, by the Environmental Protection Administration, Executive Yuan during 2006 – 2015, the river pollution degree index (RPI) was analyzed and compared and this study found that Wuluo River has been in long-term severe pollution. In recent years, the government has constrained and made improvements with the surrounding watershed farmers with relevant laws and regulations; however, the effect has been limited. Although ecological engineering has been recently used to improve the situation, it still cost a lot of money, manpower, and time. I believe that environmental landscape engineering projects, water-purifying plants and landscape visualization, are the most economic and efficient ways to achieve the goal. Owing to the river landscape beautification, the farmers’ minds could also be changed. Thus, this study, via field investigation, sampled and tested river odor and water pollution of the most serious areas, and analyzed related cases and literature for the plan of river water quality improvement. In this study, the water quality improvement plan of Wuluo River Basin is proposed as follows: 1. water purification – to create a good environment that can degrade the pollutants; 2. odor interference - make good use of the chemical changes and complexity of the odor molecules; 3. microclimate and landscape ecology – the effects of multi-level planting on airflow; 4. for waterway vitality recovery – the natural self-purifying function; 5. The power of landscape and beautification; 6. The power of promotion and public’s participation.
