The purpose of this paper isto discuss the effectiveness of safety management in gas station and propose a method to prevent disaster in oil storage. The research includes three parts. In the first part,risk assessment is conducted through preliminary hazard analysis(PHA) and hazard and operability analysis (HazOP). The data was collected with gas station personnel. In the preliminary hazard analysis,the oil sump area and the tanker area were analyzed by the fire and explosion index (F&EI) to understand the severity of fire and explosion in these area. The possible causes and hazards as well as the preventive measures of the gas station disaster are analyzed by the hazard and operability analysis,and the risk level of the oil sump area and the refueling area is obtained by using the risk matrix to evaluate the consequance and the serionswess of the disaster in gas station. In the second part,according to the HazOP analysis in first part,a safety management is proposed In the last part,the effectiveness of the safety management is assessed by HazOP analysis and a comparison is made. The analysis result shows the proposed safety management is effective. The risk values of storage tanker and oil sump area are both from 2 or 3 to 3or 4. Therefore,this proposed safety management is verified to improve the risk level in gas station.
