  現今,各國政府為提升國民知識水平及促進國家經濟發展,普遍推出不同年限的義務教育政策,以累積該國國民的人力資本。然而;義務教育的實施是否能提升一國的經濟發展及如何制定年限一直是經濟學家感興趣的議題。為了分析實施義務教育的影響,並符合各國不同的經濟體制。本論文使用Lucas (1988) 的雙部門內生成長模型為主要架構,加入勞動異質性。並設計資本主義經濟體與共產主義經濟體之理論模型,以分析實施義務教育對資本主義經濟體與共產主義經濟體的影響。
  架構好理論模型後,使用資本主義經濟體之理論模型為基礎模型。以數值分析估計出模型中未知的參數及內生變數,與共產主義經濟體做比較。此外;本論文進一步分析若政府制定不同的義務教育年限,會對資本主義經濟體與共產主義經濟體造成若干影響。除了實施義務教育後的經濟成長率,我們更關心一國國民的福利水準是否提升。經分析,本論文得出以下結論:在未實施義務教育的情況下,資本主義經濟體教共產主義經濟體有較高的經濟成長率與社會福利。並且在共產主義經濟體中,政府可以藉由制定一個較高的義務教育年限,以提升經濟成長率與社會福利。

 For decades, governments by country have generally implemented compulsory education policy to raise the people’s knowledge to meet the need of economic development. However, whether the compulsory education can truly enhance economic development has been studied for economists for many years. Moreover, length of compulsory education is also worthy of further discuss.
 This paper bases on the Lucas (1988) dual-sector endogenous growth model with labor heterogeneity. Furthermore, with the design of two economic system: capitalist economy and the communist economy, we could analysis the implementation of compulsory education on the capitalist economy and the communist economy closer to reality.
After constructing the theoretical model, this paper uses the theoretical model of the capitalist economy as the basic model. The unknown parameters and endogenous variables in the model are estimated by numerical analysis and compared with the communist economies. In addition, this paper also analyzes if government sets out different length of compulsory education, what will happen on the capitalist economy and the communist economy. Except for the economic growth rate after the implementation of compulsory education setting, we are more concerned about whether the social welfare of a country will improve.
According to the analysis, this paper draws the following conclusions: In the absence of compulsory education, the capitalist economies have higher economic growth rate and social welfare. And the communist economies’ government can build a longer length of compulsory education to enhance economic growth and social welfare.
