In Taiwan, the comprehensive review and assessment system for fireproof refuge was set out in Article 3-4 of General Principles of Building Technology Regulations since August 19th, 2003. The proprietor applies to the central authority of construction for building permit for a building construction with a high-rise building of 25 or more stories or 90 meters or more (except the building for usage classification H-2 only), or a building with a total floor area of more than 30,000 square meters for usage classification B-2, or an underground street or an underground shopping mall connected to the underground public transport system, shall submit a comprehensive review and assessment on fire-protection refuge. Since this system has been implemented for more than 10 years, it is necessary to conduct field survey so as to better understand the real situation.
In this study, by conducting field visits to the buildings classifications (Residential, office, hotel, shopping malls) examined, by the comprehensive review and assessment on fire-protection refuge found that building users have low awareness of the comprehensive review, shops and residential buildings found the original assessment of the kitchen independent fire zone has been removed and the kitchen spot reserved for the gas line; Hotel category (including residential and hotel) the status of buildings often let ladders or electromechanical equipment space using as a backcourt space ; there is a substantial difference between the notice contained in the assessment report and the status quo of the buildings for department stores and shopping malls (including restaurant and food services).
In comparison and analysis of the results between field study and the public safety inspection report with regard to these cases, it is found that the comprehensive review of the building check content is different from the public safety inspection item, recommended the comprehensive review of the buildings incorporated in "building public safety checks and reporting”. In addition, there is inconsistency between the as-built drawings of the assessment report and the public safety inspection report. public safety inspection cannot require people following the notices specified on Review Report of Fire Safety and Evacuation in Buildings which fire equipment should equipped with flame proof or smoke proof function in order to inspect on the scene.We suggest that elevator doors and smoke doors should be built with flame proof material market management system.
