After World War II, Japanese economic passed the period of economic depression and destitution of living, then created economic growth which was called “The Japanese economic miracle”. Under such rapid economic development, Japan has no choice but to face the huge change of social construction. This caused several social problem, such as depopulated areas, centralization, low birth rate and aging society, decrease in population, etc.. Plenty of counties are facing serious crisis of continuity of surviving which no one could ignore the outcome, especially the situation in island far from big cities. The topic of this research paper is off-shore islands and the research subject is Sado Island which is located in Niigata ken, Japan. How to deal with rapidly losing population and the strike of super aging society? This is a very serious issue. The Abe Cabinet established the new department of “Headquarter for Overcoming Populatiton Decline and Vitalizing Local Economy in Japan”, and set up the law of “Act on Overcoming Population Decline and Vitalizing Local Economy in Japan”. The concept of this action is for taking actions which suit local circumstances and let every local counties could develop their own characteristic and create economic effects, and the target of this action is developing each county’s self-subsistence and sustainable development. Based on the concept of comprehensive strategy for regional, there are plenty of actions which are established and executed in full swing within whole Japan. Everyone has endless power of creation and the capability of change the situation of current situation at every county. If he or she just goes and digs out the local characters and add new value on them. For creating a sustainable future, it is very necessary standing on the pattern of “Regional management” and then develop the local economic together. This paper focuses on the policy of comprehensive Strategy for regional and the implementation situation of Sado Island. We studied the current difficulties’ of Sado Island and listed the results of other off-shore islands’ people when they faced the same challenge. This paper is based on the conclusion of field survey and makes a proposal of local regeneration project of “Tourism-oriented Sado island”.
