近年鄉村旅遊蓬勃發展，農村社區經濟發展面臨轉型困境、社區人口高齡化與人才外流的問題，被視為農村社區產業轉型的方向之一，「農村再生條例」自2010年通過致力於發展農村社區，農村再生2.0積極發展農村社區鄉村旅遊為社區新產業，提高社區產業競爭力，透過農村再生社區跨域的串接發展帶狀旅遊區、推動優質農村旅遊評鑑等相關計畫，協助推動農村社區鄉村旅遊發展。
社區發展鄉村旅遊需要領導力，台灣農村社區旅遊發展型態，主要由社區人力支持系統透過導覽、服務人員將其社區景點特色串聯發展，其中社區領導者為鄉村社區旅遊扮演將其系統調配與組成的重要角色，領導者透過社會資本連接起來並建立聯繫的管道，透過這些管道社區領導者可以獲得並累積資源，將不同的資源結合運用，發展社區的鄉村旅遊，領導力是鄉村旅遊永續發展與治理的關鍵要素。
鄉村旅遊發展領導力扮演重要統籌與動員社區資源運用角色，本研究以社會資本架構，分析領導者如何發展鄉村旅遊，瞭解鄉村旅遊領導者促進發展鄉村旅遊的背景與因素，透過研究四個高雄地區發展鄉村旅遊獨立操作的農村再生社區，透過基礎資料分析，並輔以深度訪談瞭解其不同領導類型領導者如何運用社會資本推動鄉村旅遊的發展，瞭解社區鄉村旅遊發展操作方式，提供未來社區經驗參考。
本研究結果顯示社區的旅遊服務支持系統為重要的一環，而社區領導者扮演統籌推動、資源連結、動員人力的角色，領導者透過長期社區社會資本運作與累積，將其透過不同領導者特質類型影響，展現於社區鄉村旅遊發展特色。

Leadership is very important for tourism development in the rural communities. In addition to the landscape, destinations, and products, community leaders play a central role in the deployment and composition of the rural community tourism in service provisions. They connect social capital and build links to obtain and accumulate resources. The study uses the case study approach of four rural regeneration communities in Kaohsiung to understand how leaders’ style and their approach to leverage social capital vary in rural tourism development. Research methods include direct observation, participation, document reviews, and in-depth interviews. The study found that the types and traits of community leaders influence the way leaders developing rural community tourism.
