根據衛福部資料顯示,近年運輸事故死亡人數約占事故傷害總死亡人數的50%,交通運輸事故所造成的社會成本相當高,實是值得全國重視的議題。在警政署統計的道路交通事故資料中依肇事者年齡分類,年輕駕駛肇事比例佔多數,其中年輕機車騎士佔年輕駕駛者發生交通事故的比例最高。根據國內外相關文獻,超速行駛是年輕駕駛最常見的行為,為了能減少因超速所造成的交通事故,本研究目的在於了解影響年輕機車騎士速度選擇之重要因素。
車速過快(超過速限)與速度不當均屬超速(speeding)行為,根據相關研究顯示,超速為影響道路交通事故的發生與傷害嚴重度的重要因素,因此探討駕駛者選擇行車速率之影響因素實為重要的議題。本研究主要研究對象為年輕機車駕駛,運用計畫行為理論設計問卷,了解年輕駕駛在道路行駛中受到主觀規範(如父母、同儕與執法人員)、駕駛態度(如趕時間與更快抵達目的地)、知覺行為控制(如同行友人、趕時間與熟悉的路段)和駕駛經驗等因素影響超速意圖(如可能與需要騎快車)、車速過快(一般狀況、朋友同行與速限變化)與速度不當(施工路段、事故現場和下雨)的程度,並用結構模式進行研究。問卷發放對象為國立臺灣海洋大學學生,共計回收305份問卷,有效問卷275份,問卷有效率為90%。分析結果顯示年輕駕駛者容易受到同儕影響而超速,執法人員對於駕駛者也有影響;在駕駛態度上,年輕駕駛容易因為過度自信而做出高風險行為,駕駛經驗較多的機車騎士騎車速度較快,遇到危險時容易失控。根據分析,在不利環境下年輕駕駛者都會減速,但是卻沒有將行車速度降到安全的範圍內,原因可能為年輕駕駛者高估自身的駕車能力,或是不了解各種不利環境的因應速率,以致因速度不當影響駕駛者對於前方車流與周遭交通環境的辨識能力,造成道路交通事故的發生。建議宜加強駕駛者的教育訓練與宣導,讓駕駛者能夠察覺各種不利情況,選擇安全的行車速度。

Abstract
According to the Ministry of Health and Welfare, the fatalities attributed to traffic crashes in recent years accounted for 50% of the total number of fatalities of all kinds of accidents in Taiwan. The social costs of traffic crashes are essentially high and it has become a crucial issue of the nation. According to the statistics from the National Police Agency, young drivers were the primary group who involved in the traffic crashes among all age groups. Many possible causes were attributed to the crash risk of young drivers. Speeding was found prevailing among young drivers, especially for young motorcyclists. For the purpose of reducing traffic crashes associated with speeding, this study aims to investigate the factors contributing to the travel speeds of young motorcyclists.
Speeding encompasses excessive speed (driving above the speed limit) or inappropriate speed (driving too fast for the conditions, but within the limits). According to the prior studies, speeding is an important factor contributing to traffic crashes. Therefore, it is an important issue to analyze the influencing factors of motorcyclists' riding speed. This study applies the Theory of Planned Behavior (TPB) to demonstrating the influencing factors of riding speeds. A total of 305 college students from National Taiwan Ocean University were surveyed by a questionnaire. The effective sample size was 275 and the valid response rate was around 90%.
The results showed that young motorcyclists are easily influenced by colleagues, and law enforcement has influence on the riding speed of young riders as well. In terms of riding attitude, young motorcyclists are more likely to take risk on roads. It might be attributed to the overconfidence in their riding competence. Motorcyclists with more driving experience tend to ride faster and are more likely to lose control when encounter hazards on roads. The survey results revealed that young motorcyclists would slow down under adverse conditions; however, the riding speeds are still too fast for the situations. The possible reason might be the young motorcyclists overestimate their riding ability or they fail to perceive the safe speeds under adverse conditions. Inappropriate speed would impair the motorcyclists’ ability to perceive the hazards in traffic or the surroundings, which might attribute to the occurrence of traffic crashes. It is recommended that the enhancement of traffic safety education and campaigns might help to improve the awareness of adverse conditions and adapt appropriate riding speeds on roads.
