勞工的安全與健康是現今社會重要的議題,而愈來愈多的年輕人就業時會優先選擇經濟規模大、知名度高、具有後勢潛力及內部有良好體制的公司。主要原因是因為這些大型企業除了給薪優渥、福利好、可以提昇自身的整體價值外,最重要的就是擁有完善的職業安全衛生管理系統及制度。
行政院勞委會於 2010 年以「提升人力素質,營造友善工作環境,促進勞資和諧,實現勞動尊嚴」為使命,並為勞工建構「平等、人性、安全、尊嚴」的勞動生活。以整合民間的資源,推動全國產業打造具有人性化的工作環境。而近年來流行的職場健康促進活動,將員工的健康導入職場的概念,正是營造友善職場的最佳選擇。況且,若能夠透過增進員工的健康方式達到職場安全的目的,不僅勞資雙方受益,更是符合全民大眾的期待。
因此,本研究透過安全領導、安全遵守、機構化理論為研究變項,以台灣國際碼頭裝卸業人員為研究對象,探討對公司組織員工的作業安全是否有較佳的呈現。所以,本研究採用問卷調查收集資料,透過郵寄的方式,進行問卷之發送與回收,共計發出300份問卷,而回收的有效問卷為234份,共計13家企業組織。在問卷回收完成之後,本研究採用驗證性因素分析(Confirmatory Factor Analysis, CFA)、敘述性統計(Descriptive Statistics)、單因子變異數分析(One-way ANOVA)、結構方程式模型(Structural Equation Modeling, SEM)等方式進行驗證與研究分析。
本研究結果發現,安全教導、法治壓力、安全遵守此三構面對不同職務的同意程度具有顯著差異,顯示各職務的領導者不管在指導、關照員工亦或者是制定安全相關規定方面皆達到良好的規範效果。這表示安全領導的作為對職業安全績效有相當的重要性。本研究除了提供台灣碼頭裝卸業參考外,並將此概念應用於勞工議題領域與企業實務上。
The safety and health of workers is an important issue in today's society. More and more young people will give priority to companies with large economies, high visibility, full potential and great internal systems. The main reason is that these large enterprises have the perfect occupational safety and health management system, in addition to their excellent benefits which can enhance their overall value.
In 2010, the Executive Yuan's Council of Labor focused on the mission of “promoting the quality of human resources, creating a friendly working environment, promoting the harmony between employers and employees, and achieving labor dignity” and building a work life of “equality, humanity, safety, and dignity” for the laborers. In order to integrate private resources, promote the national industry to create a humane work environment. In recent years, popular workplace health promotion activities have introduced the concept of employee health into the workplace, which is the best choice for creating a friendly workplace. Moreover, if it is possible to achieve the goal of workplace safety by improving the health of employees, not only employers and employees will benefit, but it will also meet the expectations of the general public.
Therefore, this study uses safety leadership, safety compliance, and institutional theory as the research variables, and takes Taiwan's international dock industry as its research object to discuss whether there is a better presentation of the company's employees' work safety. This study used questionnaires to collect data. Collect the questionnaires by post. Including 13 companies, a total of 300 questionnaires were sent out, and 234 valid questionnaires were collected. This study used the Confirmatory Factor Analysis (CFA), Descriptive Statistics, One-way ANOVA, Structural Equation Modeling (SEM). Such methods as verification and research analysis.
The results of this study found that there is a significant difference in the degree of consent for safety teaching, regulative pressure, and safety compliance with different positions. This shows that leaders of each job have achieved good results regardless of whether they are directing, caring for employees, or establishing safety-related regulations. This means that the safety leadership’s role is of considerable importance for occupational safety performance. In addition to providing the reference for the Taiwan dock handling industry, this study applies this concept to labor issues and corporate practices.
