近年隨著資訊科技的快速發展與網路應用的多元普及,結合各項未來科技發展智慧城市已成為全世界許多現代化國家城市創新模式的主流,其主要目的是利用資訊治理的手段來達成追求國民高品質的生活的各項指標,除了採用有效的機制,創新應用資訊科技完成各類城市發展的使命,同時亦能平衡資訊化過程中的風險,確保實現國家現代化進程的策略目標。然而針對各項城市發展轉型中如何改善市民生活質量,如何優化城市管理和服務的實務研究並不多見,其實際運作模式內涵如何整合,並進一步評估管理方式是否有效達成目標是值得深入分析的重要課題。因此本研究遂嘗試利用一套智慧城市評估機制進行實務分析,研究方法先採用文獻分析法建立妥適評估指標,然後利用訪談調查參與系統使用者實務現況,最後則利用桃園市政府推出的智慧區里服務系統作為案例指標進行分析,藉由實際使用智慧區里服務系統產生之缺失及反饋意見,提供做為修正系統建議及參考。主要研究發現如下:
(1) 智慧城市推展對資訊治理決策之溝通性與協調性具有正向影響
(2) 智慧城市推展對資訊治理決策之資訊透明度與詮釋性具有正向影響
(3) 智慧區里之資訊交流整合對資訊治理與實務應用具有正向功能
(4) 智慧區里之公務訊息管理功能對民眾參與度及公共生活參與並無顯著與直
接影響關係
(5) 智慧區里服務於發展智慧城市整體管理功能具有正向影響
期望透過此資訊治理之管理手段,使政府可以迅速了解智慧城市推展中市民鄰里事務處理需求, 務實提升服務治理效能與效率,俾進一步實現智慧城市的願景。

In recent years, with the rapid development of information technology and the diversification of Internet applications, the combination of various future technologies and development of smart cities has become the mainstream of urban innovation models in many modern countries around the world. Its main purpose is to use information governance to enhance people’s living quality. In addition to adopting effective mechanisms, innovative indicators of high-quality life can fulfill the mission of urban development. Meanwhile, it reduces the risks of the informationize process and ensures the strategic goals of the national modernization process. However, there are only few studies about how to improve the quality of life of citizens and to optimize the management and service of urban management in the process of urban development and transformation. Therefore, it’s an important topic worthy of in-depth analysis: How to integrate the actual operation mode and further evaluate whether the management method is effective and achieve the goal. This study attempts to use a set of smart city assessment mechanisms for practical analysis. First, the research method uses the literature analysis method to establish appropriate evaluation indicators, and then investigate the actual situation of the users participating in the system by interviewing. Finally, the wisdom district launched by the Taoyuan Municipal Government is used. The service system is analyzed as a case indicator, and the suggestions and references for the correction system are provided by the actual use of the missing and feedback generated by the service system in the smart zone.
The main findings are as follows:
(1) The promotion of smart cities has a positive impact on the communication and coordination of information governance decisions.
(2) The promotion of smart cities has a positive impact on the transparency and interpretability of information governance decision-making
(3) Information exchange integration in the smart zone has a positive function for information governance and practical applications
(4) The official message management function in the smart zone has no significant impact and direct impact on public participation and public participation.
(5) The overall management function of serving smart cities in the smart zone has a positive impact.
It is hoped that through this information management method, the government can quickly understand the needs of the citizens' neighborhood transaction in the smart city development, pragmatically improve the efficiency and efficiency of service management, and further realize the vision of smart cities.
