光電產業中的TFT-LCD (Thin Film Transistor Liquid Crystal Display；TFT LCD)產業，近年來面臨中國、韓國、日本廠商不斷持續建廠、擴產威脅，公司製程技術、硬體設備、軟體系統亦需與時俱進，設備安裝、例行性維修、軟體更新、餐飲、消防、景觀維護、清潔等不同技術體系之承攬商持續進廠區施作擴建等工程，種類繁多又替換頻率或備用之承攬商不在少數，增加了人力或作業管控層面上的管理成本。
本研究針對某TFT-LCD廠以法令、承攬管理制度為基底，建構一套承攬商網站並應用，並需要有承攬商與個案公司雙向皆可使用的設計、承攬商超時工作與違規管理、作業人員保險資格管理、承攬商基本資料庫建立與審查、作業人員資料審查管理、危害告知教育訓練、承攬商合格證管理、協議組織管理、承攬商施工作業許可管理、承攬商進出廠管理、資料統計及分析報表等功能，進而提升承攬商管理之相關效益。
由本研究結果發現，建立承攬商與個案公司雙向皆可使用的承攬商網站，再透過協議組織、施工許可、保險、違規等管理功能以及製證系統、門禁管制系統的搭配，確實能有效提升作業流程效率、降低意外事故發生與人力成本支出。

Optoelectronics industry, especially TFT-LCD (Thin Film Transistor Liquid Crystal Display), is now facing several challenges. For example, the construction and expansion of industries from China, South Korea and Japan and the improvement of process technology, hardware, and software systems. Additionally, the equipment installation, routine maintenance, software renewal, catering, fire protection, landscape maintenance and cleaning provided by different contractors lead to the high cost in the management. To resolve these issue, the study focus on the construction and application of an online system for the management of different contractors, based on existing decrees, and this system was used on a certain TFT-LCD to see its performances further. This online system has a two-way design which can be used by both company and contractors, for the management of contractors’ work-time, violation insurance, the establishment and review of contractors’ database, the management and safety training of workers, the management of contractor certification, organization agreement, daily in-out, and working permit, and the further report of data statistics and analysis. The results show that when this system was instructed with others, including the function of consultative organization, construction permit, insurance, and violation management as well as the system of working certification and daily in-out administration, the quality and efficiency in the contractors-management can be increased significantly. Notably, this also prevent the occurrence of accident and reduce the cost of labors.
