In recent years, due to the various government real estate policies, such as the land and property tax, increase of property and land tax, and declining birth rates, the sales strategy and product positioning of real estate on the main Taiwan island has begun to shift; on the other hand, real estate on the outlying islands has not been affected by shifts on the main island, but instead shows growth, which shows the uniqueness of the real estate market and sales of the outlying islands. Currently, Penghu real estate sets its focus on housing products that stem from “Penghu County’s Non-Urban Scenic Land Specific to Farming, Husbandry, or Forestry Use, Critical Points for the Construction of Residential Plots” policy, or the conversion of agricultural land for residential housing development. The formation of such a policy is predominately due to lack of and difficulties in procuring construction land, while the procurement costs of agricultural land is relatively lower. As long as said agricultural is eligible under non-urban land construction qualifications, applications could be submitted for the construction conversion of the land. This has resulted in mass conversion of agricultural land into the construction of residential areas for retail by the local Penghu construction companies. This specialized policy has greatly improved the profitability of construction companies, and has become the most development value-oriented real estate product in Penghu. In 2016, Construction Company T officially began the development of agricultural converted residential housing and homestay development products. This research uses the five-forces analysis, SWOT analysis method, AIDA sales rule, STP+4P theory, and commercial business model as basic analytical tools, and will analyze against the completed Homestay P development project of Construction Company T. This analysis will propose an appropriate business marketing strategy and establish the potential value positioning of Construction Company T in the Penghu real estate market.
