This is a practice-based study, focuses on the operation of the Office of Trade Negotiations (OTN), the Republic of China (Taiwan). This study divided into three key points: (1) the Establishment of OTN, (2) the Operation of OTN, (3) the Operation Results of OTN. By using literature analysis, historical analysis, comparative and observational methods to discuss the above questions. The main finding of this study is the establishment of OTN let our government have an organization which is specialist in negotiation for trade, help our country handle more diverse and complex negotiations. However, after OTN upgrade to cabinet level its tasks are no longer just trade negotiations but also include other trade affairs. OTN is a task group with limited budget and people. Therefore, it is more difficult for OTN to operate with the increased work but limited resources. The expectation of this study is to bring effective recommendations to OTN and improve its operational results.
