假新聞傳播亂象已造成社會上的問題,在網路與社群媒體的發展下,雖然使得醫療健康的資訊更易獲取,但訊息的真實性也更無法掌握,而錯誤的健康類資訊,反而可能造成民眾身心更大的危害。因此,政府與許多機構開始提供許多方法,幫助閱聽人發現假新聞,也呼籲閱聽人應建立媒體素養與批判性思考,是以,本研究以健康類假新聞為主題探討假新聞的特徵。
本文採用內容分析方法探討假新聞的樣態,分析了來自衛生福利部食品藥物管理署和台灣事實查核中心的200篇網路新聞。在研究中,我們提出18個假新聞的特徵,並將其歸類成三大構面:新聞來源、新聞內容、反駁與澄清。結果顯示17個指標能夠有效地判別真假新聞,其中「報導內容的中立性」顯示閱聽人建立批判性思考的重要性,而在新聞來源中是否有「其他媒體的跟進報導」、在新聞內容中是否有「報導內容的多方查證」以及反駁與澄清中的「當事者或相關人是否闢謠澄清」也是較有影響力的指標,顯示閱聽人應從多元角度觀察新聞真實性之重要。本文也同時將18個指標發展成18分制、100分制與具有權重的區別函數制簡表與虛假指數門檻以供閱聽人使用。

The phenomenon of fake news dissemination has caused social problems. Under the development of the Internet and social media, although the medical and health information is more accessible, the authenticity of the information is even more difficult to make sure, making the public under the greater risk of being harm from the wrong health information. Therefore, the government and many institutions have begun to provide different methods to help readers discover fake news. They also call on readers to establish media literacy and critical thinking. Our study explores the characteristics of fake news with the theme of health fake news.
In our study, we explore the form of fake news by content analysis, and uses 200 online news from the Food and Drug Administration of the Ministry of Health and Welfare and the Taiwan Fact-finding Center. In the study, we proposed the characteristics of 18 fake news and classified it into three major facets: news sources, news content, rebuttals and clarifications. The results show that 17 indicators can effectively distinguish between true and false news, in which "the neutrality of the content of the report" shows the importance of the readers to establish critical criticism. And whether there is "follow-up report of other media" in the news source, "multi-party verification of the content of the report" in the news content and "contributor or related person clarifies the clarification" in the rebuttal and clarification categories are also an influential indicators, showing that the reader should observe the authenticity of the news from multiple perspectives. . At the same time, this paper also develops 18 indicators into 18-point system, 100-point system and weighted difference function system summary table and false index for readers to use.
