「一個中國」是中國最重要的政治主張，為了實踐這個目標，中國從不放棄「武力統一台灣」，「攻台」一直是中國人民解放軍最優先的準備項目。本論文整理出「軍事」相關指標，作為分析2000年到2019年，中國對台軍事威脅具體面向和台灣的防衛能力評估；並探究中國與台灣雙方的兩岸政策和互動，歸納出兩岸關係與中國軍事威脅情勢的關聯性；概要分析理論和台海軍事議題的關聯，以及美國在兩岸議題所扮演的角色；最後分析陳水扁、馬英九與蔡英文的國防政策與軍事能力優缺點。
本論文的研究總結如下：第一，中國對台軍事威脅的指標「國防預算」、「對台戰略」、「對台軍事能力」、「對台軍事動向」、「可能攻台方式」逐年強化，代表中國攻台準備日益完善。第二，兩岸關係「和緩」時期，中國不會降低國防預算，更不會改變它對台灣的侵略意圖和軍事部署，證明中國對台威脅程度跟兩岸關係不會同時改善。第三，台灣三任總統的國防政策各有偏重，陳水扁時期建立國軍的現代化軍隊基礎，馬英九時期主要將國軍轉型為募兵制，蔡英文執政前三年加強國防自主研製反制武器、增加軍人福利、促進產官學合作培育人才、改革退撫制度、執行國軍業務簡化等。第四，綜觀台灣三任執政者的軍事防衛能力，「國防預算」普遍未達GDP比例3%（僅2008年達到），每年的軍事投資比例太低；「兵力數量」普遍表現不佳；「資通電與情監偵作戰」能力皆有所提升；「聯合反制能力」陳水扁任內與蔡英文執政時較為重視，馬英九則擱置反制飛彈研製；「後備與後勤戰力」皆持續精進；「三戰」防護力陳水扁與蔡英文執政時有較多改善，但總體而言仍不足以防護中國對台「三戰」威脅。

The “One China Policy” is the most significant political claim of China. To reach this goal, China has never given up the use of force towards Taiwan. The Chinese People’s Liberation Army (PLA) training and preparation for operations targeting Taiwan has always been the top priority. This study aims to identify PLA capabilities toward Taiwan from 2000 to 2019, and assess the defense capabilities of Taiwan’s forces. Moreover, this study also analyses cross-strait relations over the same period in a comparative perspective with cross-strait military activities. Finally, it concludes with the defense policy of Taiwan’s three presidents from 2000 to date and military capabilities during their presidency, to determine whether Taiwan’s forces can resist an invasion by the PLA.
The research findings include that: first, the PLA’s military threat indicators, which contains the PLA’s “defense budget”, “military strategies toward Taiwan”, “military capabilities against Taiwan”, “military trends toward Taiwan”, and “possible methods to invade Taiwan”, all have been strengthened over time, and preparations for attacking Taiwan are increasingly sophisticated. Second, regardless of whether cross-strait relations were positive or not, China neither lowered its defense budget nor changed preparations for an invasion of Taiwan. Third, from 2000 to 2008, Taiwan’s president Chen set up joint operation capabilities for Taiwan’s army, modernizing the troops; from 2008 to 2016, president Ma changed Taiwan’s military service system from a compulsory military service to an all-volunteer military service; from 2016 to 2019, president Tsai increased military welfare, promoted the domestic defense industry, reformed the retirement system, and reduced redundant tasks, making Taiwan’s army more powerful and efficient than before. Fourth, as for Taiwan’s defense capabilities from 2000 to 2019, “the annual defense budget” usually did not exceed 3% of GDP, and “the current number of troops” is insufficient. Moreover, “infocomm electronic warfare and intelligence surveillance reconnaissance operations” were improved under all three presidents, “joint counter capabilities” have advanced under president Chen and president Tsai, and “reserve forces and rear services” have been progressing from 2000 to 2019. Finally, capabilities for countering the PLA’s “Three Warfares” were strengthened during president Chen and president Tsai, but not enough to prevent China’s campaigns and psychological warfare.
