蘇聯的解體，使中亞形成權力真空的地帶，為地緣政治帶來新的變化。1991年12月16日哈薩克正式宣布獨立，作為中亞最大的國家，位於歐亞大陸的交通樞紐位置，並與俄羅斯以及中國相鄰，戰略價值重要，而成為大國爭相競逐的地區，哈薩克作為國際關係中的重要角色位置，並逐漸發揮與增加其影響力。

國際環境變化為哈薩克這個新獨立國家提供更多外交政策選項。地理位置與豐富能源提高哈薩克在外交政策上的空間，與俄羅斯在歷史、文化、地緣上無法分割的密切關係，影響哈薩克對外政策發展，也為哈薩克帶來外交政策上的限制，而尋求與其他國家發展夥伴關係。因此本文將哈薩克定義為中等國家，藉由中等國家外交理論解釋哈薩克外交政策行為，探討哈薩克自獨立後對俄羅斯的外交政策走向，以及與中美兩國發展合作關係來制衡俄羅斯的外交政策。

Kazakhstan became an independent country on December 16, 1991, because of the collapse of the Soviet Union. At the same time, the geopolitical power vacuum happened in Central Asia. As the greatest country in Central Asia, Kazakhstan located a strategic position between Europe and Asia, and between Russia and China.

This paper analyzes the foreign policy of Kazakhstan toward Russia after its independence. As the middle states, what factors affect the foreign policy of Kazakhstan toward Russia, and how does Kazakhstan balance relations between Russia, China, and U.S.？

The result of this study found that Kazakhstan as the middle states has the advantages on geopolitical location and natural resource in oil and gas. These advantages provide Kazakhstan to develop country and leverage to China and U.S.
