As the over population with the demand of raw materials are increasing, the sustainable development becomes an important issue for every country. Thus, the concept of circular economy was promoted and has been implemented for over decades. Waste management as one of the core elements in circular economy, this study was mainly about the research on municipal waste management in Germany and Taiwan.
First, through documentary analysis to analyze the system framework, current situation and related strategies such as waste prevention and resource efficiency of the two countries. Second, analyzed the wastes data with time boundary from 2013 to 2017 collected from official website to analysis its effect. Third, discussed the recycling effect on municipal waste management and related waste management programs effect on circular economy. Finally, propose the proper future trend of municipal waste management and the transformation that could toward to circular economy.
According to the research results, total municipal waste generation in Germany from 36,623.9 thousand tons in 2013 increased to 38,273.8 thousand tons in 2017, the highest proportion was residual household and bulky wastes; total municipal waste generation in Taiwan from 7,322.7 thousand tons in 2013 increased to 7,870.9 thousand tons in 2017, the highest proportion was recyclable waste. Recycling rate of municipal waste in Germany achieved to 67.6 % in 2017; recycling rate of municipal waste in Taiwan achieved to 60.22 % in 2017. The research results indicated that implementation of waste prevention and resource efficiency, it would lead to decoupling of waste generation from economic output such as increasing resource productivity, cyclical use rate, and decrease domestic material consumption, and also it would reduce CO2 emission. Therefore, establish a comprehensive municipal waste management system for a country is necessary.
