Wanhua District, Taipei city is an early developed administrative area. Aging population, migration of young people, increase in life expectancy, increasing prevalence of chronic diseases, and changes in medical policies have led to a reduction in health care benefits for small and medium-size hospitals. That makes small and medium-size hospitals shrink or shut down. Part of them transform to provide medical services such as care for chronic diseases. Aged hospitals that accommodate long-term bed-ridden patients with no mobility are unable to effectively extinguish fires due to existing building design, fire compartment and firefighting facilities. In the event of a large-scale disaster such as a fire, as a result of less rescue energy, the relative risk of casualties increases.
This study focuses on the challenges faced by old hospitals in the face of changes in medical care environment when they accommodates low mobility patients. In view of the potential fire risk, by analyzing the hardware and software equipment, self-management, emergency response measures in the event of a fire, etc., we propose improvement suggestions. We also discuss the fire rescue response measures when the fire brigade intervenes. It is hoped that by strengthening the response capacity and personnel training between the medical institution and the fire brigade, better fire prevention and emergency response suggestions could be proposed. Which reduce casualties during disasters.
The results of this study show that to hospital nursing and administrative staff. Disaster prevention education need to be strengthened. Disaster reduction can only be achieved by enhancing the ability to use fire safety equipment properly, implement preliminary fire management and self-inspection. While improving fire compartment and fire safety equipment of aged buildings, evacuation plan contain plane route and refuge in place would be a better option.In response to the fire rescue part of the medical institution, the rescue team should be dispatched to the scene of disaster as soon as possible. Through case discussions, expert interviews, fire rescue tactics, self-defense fire drills and field rescue drills, discuss what problems will occur in a medical institution when a fire occurs, what circumstances are encountered and use the above methods to study how to downgrade disaster casualties At the very least, it helps the disaster victims in the old hospitals to escape as quickly as possible and the fire brigade's most favorable rescue method.
