作業環境中經常使用防護手套和穿著防護衣,用以防止具腐蝕性和皮膚吸收特性的化合物暴露。在我國的職業安全衛生相關法令中,卻未看到使用皮膚防護具須訂定計畫的要求。由於皮膚防護具的使用頻率實際上並不少於呼吸和聽力防護具,為了確保皮膚防護具的使用確實發揮預期的防護效能,有必要訂定適當的職業暴露皮膚防護計畫,並對於此計畫中應該涵蓋的項目和內容提供參考指引。本研究主要目的為:(1)各國職業暴露皮膚防護計畫文獻回顧與分析;(2)探討職業暴露皮膚防護計畫項目與內容;(3)提出職業暴露皮膚防護計畫。研究中擬定的職業暴露皮膚防護計畫包含的項目有:(1)皮膚暴露危害分析與辨識;(2)皮膚暴露評估;(3)皮膚暴露防護需要性;(4)皮膚暴露防護具選定;(5)皮膚暴露防護具使用與管理;(6)皮膚暴露防護教育訓練;(7)皮膚暴露防護成效評估與改善策略,並針對這些項目提出具體的執行方法。使用過去一個事業單位的暴露測定調查報告所提供的資訊,依本研究所提出的皮膚防護計畫項目,撰寫一個事業單位作業勞工皮膚暴露防護計畫,以半定量方法決定事業單位各個相似暴露群組有害物質皮膚暴露防護需要性。使用一個外國網頁工具UPERCUT執行事業單位有害物質皮膚暴露危害風險推估,比較半定量方法和UPERCUT的有害物質皮膚暴露防護需要評估結果。檢討計畫撰寫過程中可能面臨的問題與困難,並提出解決因應對策。期望此研究結果,能協助皮膚暴露防護計畫規劃擬定,為職場作業勞工面臨的有害物質暴露皮膚防護與問題解決,提供有用的參考。
It is quite often wear protective gloves and clothing in work environments to prevent exposure to agents with corrosive and skin absorption properties. There is no requirement for drawing up a program when using skin protective equipment in the regulations of our country’s occupational safety and health laws. Because the frequency of use of skin protective equipment is actually not less than breathing and hearing protective equipment, it is necessary to develop an appropriate skin protection program for occupational exposure to ensure that the use of skin protective equipment does indeed exert the expected protective effects and provide reference guidelines for the items and content that should be covered in this program. The main objectives of this study are: (1) to conduct a literature review and analysis of skin exposure protection programs for occupational expsoure to hazardous agents in various countries; (2) to explore the items and content of skin protection program for occupational expsoure to hazardous agents; (3) to propose a skin protection program for occupational exposure. The items included in the skin protection program for occupational exposure to hazardous agents in the study include: (1) hazard analysis and identification of skin exposure; (2) skin exposure assessment; (3) necessity of skin protection; (4) selection of skin protective equipment; (5) use and management of skin protective equipment; (6) education and training of skin exposure protection; and (7) effectiveness evaluation and improvement strategies of skin exposure protection. Specific implementation methods for these items are provided in this study. By using the information provided by the exposure measurement survey reports of a business entity in the past, a skin exposure protection program of the business entity was written according to the required items of skin protection program proposed by this study. A semi-quantitative approach was used to determine the necessity of skin protection for exposure to the skin hazardous agents of each similar exposure group in the business entity. A web-based tool called UPERCUT from a foreign country was used to identify the chemicals potentially posing a health risk through skin exposure of the business entity. A comparison was made between the results of the necessity of skin protection for exposure to the skin hazardous agents based on the semi-quantitative approach and UPERCUT. The problems and difficulties that may be encountered in the process of writing the program were reviewed, and the solutions to the problems were proposed. It is hoped that the results of this study can assist in the development of skin protection program and provide a useful reference for the skin protection and problem resolution of dermal exposure to hazardous agents faced by workers in work environments.
