本研究以嘗試重新建構「公務人員職場評價調查」觀點切入,探討主管領導風格、工作滿意度、自我效能及組織承諾之關聯。行政院人事行政總處為瞭解公務人員對於職場之評價,自2017年起針對全國機關(構)舉辦公務人員職場評價調查。綜觀過去研究顯示,主管領導風格、工作滿意度、自我效能及組織承諾等因素之間有影響關係。本研究鑑於調查題項之內容均與上述各項因素有關,為期充分運用調查資料,並以個別至整體之觀點瞭解機關主管領導風格、公務人員工作滿意度、自我效能及組織承諾之關聯,爰經由文獻探討,將調查題項重新建構為4個構面並提出12項假設。復以某機關及其所屬機關(構)調查資料為樣本,採用結構方程模型等方式進行分析驗證,研究結果顯示,不同個人基本變項在各構面間均有差異。至於各構面之關係,主管領導風格顯著影響工作滿意度及自我效能;工作滿意度顯著影響組織承諾;自我效能顯著影響工作滿意度及組織承諾。另自我效能在主管領導風格及工作滿意度間有部分中介效果;工作滿意度在自我效能及組織承諾間有部分中介效果。本研究並依研究結果提出多項實務精進策略,俾作為機關改善相關措施、強化員工留任意願及後續研究之參考。
Through the reconstruction of the Public Service Evaluation Survey, this study examined the relationship between supervisor leadership style, job satisfaction, self-efficacy, and organizational commitment. To understand public servants’ appraisal of their workplaces, the Directorate–General of Personnel Administration has conducted surveys on said appraisal in the government institutions or agencies across Taiwan since 2017. Studies have indicated that supervisor leadership style, job satisfaction, self-efficacy, and organizational commitment all mutually influence each other. The items investigated in this study were all related to the aforementioned factors. To apply the survey data to the fullest extent and clarify the relationship between the 4 mentioned factors from the individual and overall perspectives, a literature review was conducted, and the items were restructured as 4 dimensions with 12 hypotheses to be verified. The survey data on a specific agency and its affiliates were used as the research samples and analyzed through structural equation modeling. The results revealed that for the demographical variables of the surveyed individuals, significant differences in the 4 dimensions were observed. On the relationship between the dimensions, supervisor leadership style affects job satisfaction and self-efficacy significantly; job satisfaction affects organizational commitment significantly; self-efficacy affects job satisfaction and organizational commitment significantly. Moreover, self-efficacy mediates the relationship between supervisor leadership style and job satisfaction; job satisfaction mediates the relationship between self-efficacy and organizational commitment. According to the research results, practical improvement strategies have been proposed for relevant institutions to improve relevant measures and reinforce employees’ intentions to stay in their positions. In addition, the research results serve as a reference for future studies.
