終身學習的社會是當前世界各先進國家教育發展的新方向，社區大學的推動為臺灣的成人學習開闢了一個新的方向，同時也開展了一個由民間與政府合力推動教育新事務的有效模式。以社區大學為平台，能為社區、學校、鄰里建構同步發展的學習型城市，深化社區民眾參與終身學習的動能、凝聚社區意識、陪伴社區發展、營造社區公共議題等，社區大學已然成為現今社會相當重要的角色，也是一個長期而持續的社會議題，研究者將以桃園社區大學的案例作為本論文研究個案。
本研究首先說明此研究之動機與目的，接著介紹對於此研究的方法及流程，並在文獻探討中簡述社區大學的定義及緣起理論依據，以及社區總體營造及終身學習的相關理論，也以個案研究方式比較桃園社區大學、蘆山園社區大學、中壢社區大學、基隆社區大學以及淡水社區大學，透過上述幾所大學的案例分析，來整理歸納出桃園社區大學未來可採行之經營策略與發展可能。以「桃園社區大學」機構做為研究對象，期以此研究探究桃園社區大學經營發展策略，並提出研究者對於社區大學未來發展的建議。研究者具體建議為宜加開防止兒虐及公民選舉課程。

The society of lifelong learning is the new direction of education development in the advanced countries of the world. The promotion of community colleges has opened up a new direction for adult learning in Taiwan. At the same time, it has also launched an effective model in which civil society and the government jointly promote new educational affairs. With a community university as a platform, it can build a learning city with synchronous development for communities, schools, and neighborhoods, deepen the kinetic energy of community residents to participate in lifelong learning, gather community awareness, accompany community development, and create community public issues. Community universities have become a modern society. A very important role is also a long-term and continuous social issue. Researchers will use the case of Taoyuan Community University as a case study in this thesis.

This research first explains the motivation and purpose of this research, then introduces the method and process for this research, and briefly describes the definition and origin of the community university in the literature discussion, as well as the relevant theories of overall community building and lifelong learning. The case study method compares Taoyuan Community University, Lushanyuan Community University, Zhongli Community University, Keelung Community University, and Tamsui Community University. Through the case studies of the above universities, it summarizes the future management strategies and practices of Taoyuan Community University. Development is possible. Taking the "Taoyuan Community University" institution as the research object, we will use this research to explore the management and development strategies of the Taoyuan Community University and put forward the researchers' suggestions for the future development of the community university. The researchers specifically suggested that courses on preventing child abuse and civic elections should be added.
