當今國際間對於申請世界遺產一事是甚為熱衷，幾乎可以說是一項國際社會上的趨勢，但隨著時間的推進，世界遺產的概念似乎不再只是單純的文化和遺產而已。世界文化遺產在獲得列入《世界遺產名錄》的決策層面，不但受到政治上操作的影響，國家間追求《世界遺產名錄》列名，也不再是單純為保護其境內具歷史價值之遺產為最終之目的，更多的反而是看中列入《世界遺產名錄》後所帶來的經濟效益。也就是說對於世界文化遺產來說，經濟或政治層面反而是更為顯著，甚至具有高強度的影響性，使得世界文化遺產變得與《世界遺產公約》所訂定的初衷已不再相符。
本文藉由不同面向的分析，來探討西方國家尤其是歐洲國家，在世界遺產數量上始終高於世界其他區域的原因，並探討歐盟與世界遺產之間的關聯性，來分析不管是在遺產地分布數量上的差異，亦或是文化和自然遺產比例上的差距，去探討世界遺產是否為歐盟施展文化霸權的一項工具，藉此證明世界文化遺產申請認可的結果，並不像文字表面上單純，政治和經濟或是工具性與目的性之考量，才是各國汲汲於追求世界遺產的真正主因，此外，在世界遺產的申請制度，以及世界遺產委員會的層面上，歐盟不論是在政治、經濟，或整體環境上的優越性，於世界文化遺產層面皆位居於領導性之角色，並對其帶來龐大之影響力。

Nowadays, the international community is enthusiastic about applying for world heritage, and it can be said that it almost becomes an international trend. However, when time went on, the concept of world cultural heritage no longer seems to be purely cultural and heritage. The World Heritage List is increasingly driven by countries’ political influence and national strategic interests. And the ultimate purpose of countries pursuit of World Heritage List is no longer simply to protect the cultural heritage with historical value in their territory, but rather to obtain the economic benefits of being included in the World Heritage List. In other words, for the World Cultural Heritage, the economy and politics level are more significant and with high-intensity impact.
This article uses different aspects of analysis to explore the reasons why Western countries, especially European countries, are better than the rest of the world in World Cultural Heritage. Also to explore the relationship between the EU and the World Cultural Heritage to find out whether the World Cultural Heritage becomes a tool for the EU to explore their cultural hegemony. To prove that the decision-making process of the World Heritage List is affected by political influence. The EU becomes a leader in both the application system of the World Heritage and the World Heritage Committee, based on its political, economic and overall environmental superiority, and brings a huge impact on the World Cultural Heritage.
