在極端氣候與都市快速發展的背景下,都市低窪易淹水地區受到洪災影響的頻率逐漸增加,而傳統的工程治水手段礙於經濟能力與技術早已無法負荷無限上綱的保護標準。面對未來充滿不確定性之洪水威脅,淹水潛勢地區之減災策略應綜合考量氣候變遷、國土安全以及環境復育等面向,跨領域整合推動地方發展與流域整體治理。而減災策略的重點,除了強化防災與救災效率外,更應在災害來臨之前著重發展地區災害韌性與提升耐災能力,以有效降低災害帶來的衝擊與影響。
減災策略在尺度上有國家、城市與社區的分別,近年來因應國際間永續規劃思維,國家政策方向擬以在有限的資源下整合各部門有效推動災害韌性調適策略,而目前各縣市政府已依循此脈絡規劃建構洪災韌性城市,然由上而下的政策指導成效有限,尚須第一線面對災害威脅的社區主動回應。因此本研究將依循城市韌性調適策略之脈絡為基礎,但研究尺度著重在社區尺度,以有效提升地方洪災韌性。本研究針對都市低窪易淹水地區內的村里社區為主要研究對象,期能建構韌性社區的方法,並根據韌性的評估瞭解社區需要強化之處,進而提升社區的洪災韌性。透過檢視與分析現存洪災風險與易致災脆弱因子,建構強化社區洪災韌性之步驟。
建構韌性社區步驟,包括1.瞭解社區的洪水災害環境、2.提出社區應對洪水災害與韌性提升的策略、3.建立社區利益關係人之間的連結以及4.盤點與善用社區擁有之資源。本研究欲透過此四步驟協助社區自我提升耐災韌性,並於災害來臨時得以具備能力,在外部支援無法觸及的情況下自救互救。期最終能整合水利工程、國土規劃與社會經濟領域,由下而上回應城市韌性調適策略並強化社區洪災韌性。
Under the threats of climate change, flooding disasters occur more frequently and cause greater impacts on flood-prone areas. Also, rapid urban development has caused the issues of urban sprawl, which makes urban low-lying areas more susceptible to floods. Traditional flood disaster prevention facilities like dikes, can no longer protect lives and property as always since floods from unpredictable extreme rainfall events usually go beyond the design capacity of them. The aim of this research is to propose strategies for urban low-lying communities to improve flood resilience when facing extreme rainfall events. Flood-prone communities can improve their resilience according to the four steps model in this research, which are: (1) Recognizing community environment, (2) Proposing corresponding preparation, response and recovery strategies, (3) Building relationship between stakeholders, (4) Properly managing resources for mitigation and recovery. Enabling community members to identify risks and threats from flood disasters could aware them of the worst situation and help in modifying future decisions. And based on the identifications, decision makers could propose suitable structural and non-structural resilient strategies. However, good strategies will not work effectively without well connected membership and sufficient resources. Thus, strengthening community connectness and identifying available resources are as important. As for application, this research had held two workshops and applied the method on Pi-tou community in Tainan city. As a result, we and villagers had a conclusion on a modified disaster prevention community organization structure and ideal places to construct a detention to improve community flood resilience.
