系統保全為A物業保全踏入保全產業的開端,由原本的科技業轉型為服務供應商,把最新的電子與資訊技術帶入系統保全,成為國內少數擁有研發能力的保全公司,隨著服務的客群越來越廣泛、加上時代的演進,系統保全客戶也開始要求提供駐衛警保全服務,因而開展了駐衛警的服務,並擴展服務至原系統保全以外之客群,如政府機關的安全警衛、私人機構的門禁管理,再到醫院、銀行、演唱會、私人保標等等。
本文以A物業保全公司為個案研究目標,因為A物業集團由七家不同專業領域的公司所組成,結合數十家在地專業供應商,以一般性競爭策略找出A保全策略型態。本文採用觀察法和訪談調查法,依據競爭策略模型展開成為問卷,並親自訪談A保全公司6位中、高階主管,將所得資料進行分析研究,並根據A保全策略的標的與優勢構面進行分析,以SWOT「競爭優勢環境模型」的觀點由外而內做分析,以「資源基礎模式」的觀點由內而外做分析,將分析結論整理說明,保全業競爭提供措施提升組織機構績效的進程。
本研究得出下列出結論:第一、82% 的人員感覺保全業已是高度競爭產業,其原因首在同業間惡性削價競爭,另外原本體質健全之大型保全公司,為與這些管理公司轉型之保全公司相抗衡,也紛紛成立子公司與其抗衡,故造成其惡性循環削價競爭互相打擊,造成保全員薪資待遇逐年下降,保全公司在經營 上毫無利潤可言。第二、目前在台中市保全市場上管理維護公司充斥,有部分非法經營之駐衛保全業務管理公司,為求生存並逃避主管機關稽查,便轉向體系較健全之保全公司借牌,讓這些管理公司之管理員穿上該保全公司制服,以掩人耳目,以逃避警察機關取締,實際上這些管理員仍屬非法樓管公司員工。第三、保全人員薪資待遇過低,服勤工時過長,人員素質無法提昇,有些民眾對保全員存有不良印象,現今法令對保全人員權益缺乏保障,社會地位不高,保全服務無法得到民眾肯定與鼓勵,保全人員在工作上缺乏自信心,又因勤務工作時間不定之關係,同事間極少互動聯誼,公司經營困難、利潤有限,所以保全公司人事升遷、福利制度不健全,保全員薪資偏低,工作缺乏滿足感。第四、現行保全業法第十條之二雖規定保全業僱用保全人員應施予一週以上之職前訓練;對現職之保全人員每個月應施予四小時以上之在職訓練,但許多保全公司因經費、勤務調配、師資無法配合或是本身敷衍行事等等諸多因素下無法排除或拒不配合,讓法令所規定之教育訓練規定流於形式,根本未落實辦理員工教育訓練,所以長年來人員素質無法提升。

System security is the beginning of Yadong Security's entry into the security industry, transforming from the original technology industry into a service provider, bringing the latest electronics and information technology into system security, and becoming one of the few security companies in China with R & D capabilities. The growing customer base, coupled with the evolution of the times, system security customers have also begun to request the provision of security services for the security guards. Therefore, the service of the security guards has been launched, and the service has been extended to the customer groups outside the original system security, such as government agencies Security guards, access control management of private institutions, and then hospitals, banks, concerts, private security, etc.
This article takes A Property Preservation Company as the case study goal, because A Property Group is composed of seven companies in different professional fields, combined with dozens of local professional suppliers, and finds out the strategy of A Preservation Strategy with a general competitive strategy state. This article adopts the observation method and interview survey method to develop into a questionnaire based on the competitive strategy model, and personally interviews 6 middle and high-level executives of A Baoquan Company, analyzes and researches the obtained data, and according to the target and advantage facets of A Baoquan strategy Analyze, analyze from the perspective of SWOT "Competitive Advantage Environment Model" from outside to inside, analyze from the perspective of "Resource-based Model" from inside to outside, organize and explain the conclusions of analysis, provide measures to protect competition in the industry and improve organizational performance Process.
This study draws the following conclusions: First, 82% of the staff feel that the security industry is already a highly competitive industry, the first reason is the vicious price reduction competition among the same industry, and the original large-scale security companies with sound quality are the security for the transformation of these management companies. The companies competed and set up subsidiaries to compete with each other, which caused their vicious cycle of price-cutting competition to fight each other, causing the salaries of security staff to decline year by year, and the security company had no profit in its operations. Second, there are currently many management and maintenance companies in the Taichung City Security Market. There are some illegally operating security maintenance business management companies. In order to survive and evade inspections by the competent authorities, they turn to security companies with sound systems to borrow licenses and let these management The administrators of the company put on the uniform of the security company to cover their eyes and ears to avoid the police authorities to ban them. In fact, these administrators are still employees of illegal building management companies. Third, the salaries and salaries of the security personnel are too low, the service hours are too long, and the quality of the personnel cannot be improved. Some people have a bad impression of the security personnel. The current laws and regulations lack the protection of the rights and interests of the security personnel, the social status is not high, and the security service cannot be Received affirmation and encouragement from the public, the security staff lacked self-confidence in their work, and due to the uncertain working hours, there was little interaction between colleagues, the company had difficulties in operation and limited profits, so the company ’s personnel promotion and welfare system were not perfect. The salary is low and the job lacks satisfaction. Fourth, although Article 10bis of the current law on security industry requires that security personnel employed by the security industry should be given more than one week of pre-employment training; the current security personnel should be given more than four hours of on-the-job training per month, but currently in accordance with internal affairs The Ministry of Police ’s letter issued the latest security personnel training plan stipulated from October 1, 1992. Pre-service education can be divided into two types: basic education and professional education, but many security companies are unable Co-operation or perfunctory action cannot be ruled out or refused to co-operate under many factors, so that the education and training provisions stipulated in the law are not formalized, and employee education and training are not implemented at all, so the quality of personnel cannot be improved for many years.
