本文探討了全球金融市場在促進可持續性方面進行發展趨勢,以及由此現象引起的治理挑戰。透過新興的金融工具與策略的出現,不斷地激發市場上的投資者與公司轉以可持續性的商業手段,除了達成原本的目的外,也支持環境和社會往可持續性的方向進行成長。本文的重點介紹綠色債券,這是種債務融資的形式,將其收益專門用於環境、社會與人權的資產與商業活動。近來綠色債券的蓬勃發展,應對氣候變化來的生存威脅與巨大成本方面發揮不可或缺的作用。由於在綠色債券仍處於新生階段時,政府監管機構大為缺失,取而代之的是,主要由私人治理制度(例如投資標準,認證計劃,評級和第三方評估)決定,它們相互競爭或合作來採用市場的需求。與公共政策法規相比,私人治理通常實施起來更快,並且對市場參與者的需求更敏感,但是可能缺乏合法性,責任感和一致性。為了解決這些不足,本文分析綠色債券在可持續性金融市場中的治理屬性,由責任歸因框架進行分類公私監管政策,以連結市場中所有利益相關者的利益與關聯,並分析了中國與歐盟的綠色債券可持續金融市場中的治理,透過評估其公共政策優先制定事項對綠色債券政策的影響。本研究追蹤了歐盟與中國在綠色債券政策發展,以及相對強調諸如可得性、效率、可負擔性和環境因素等框架管理,探討適應性氣候變化指標框架,並透過其路線圖來進行自適應性途徑的轉換,了解中國與歐盟其規劃的綠色債券政策在社會、經濟和技術方面跟實現氣候目標之間的成效不一原因。根據台灣目前發展概況,提升台灣可持續性金融發展之潛在建議。
This article discusses the development trend of global financial markets in promoting sustainability and the governance challenges caused by this phenomenon. Through the emergence of new financial tools and strategies, investors and companies in the market are constantly inspired to switch to sustainable business methods. In addition to achieving their original goals, they also support environmental and social growth in a sustainable direction. This article focuses on green bonds, which are a form of debt financing, whose proceeds are dedicated to environmental, social and human rights assets and business activities. The recent vigorous development of green bonds has played an indispensable role in coping with the existential threats and huge costs of climate change. As green bonds are still in the nascent stage, government regulatory agencies are largely absent. Instead, they are mainly determined by private governance systems (such as investment standards, certification schemes, ratings, and third-party evaluations), and they compete or cooperate with each other to adopt the market Demand. Compared with public policies and regulations, private governance is usually faster to implement and more sensitive to the needs of market participants, but may lack legitimacy, responsibility, and consistency. In order to solve these deficiencies, this article analyzes the governance attributes of green bonds in the sustainable financial market, classifies public-private regulatory policies by the responsibility attribution framework to connect the interests and connections of all stakeholders in the market, and analyzes China and the EU By assessing the impact of its public policy priorities on green bond policies, this study tracks the development of green bond policies in the European Union and China, and relatively emphasizes issues such as availability, efficiency, and availability. Affordability and environmental factors and other framework management, explore the adaptive climate change indicator framework, and use its roadmap to transform adaptive approaches, understand the social, economic and technological realization of the green bond policies planned by China and the EU The effectiveness of climate goals varies. Based on Taiwan’s current development profile, potential suggestions to enhance Taiwan’s sustainable financial development.
