「攻守理論」在1970年代末出現，原先聚焦於軍事科技對「攻守平衡」的影響，但後續的發展日益發覺，對於科技的主觀認知與理解，可能比科技的本身更重要。軍事強權常不自覺地對任何軍事科技的發展，都朝對攻擊有利的方向解讀，是所謂「攻勢崇拜」現象，這在1914年一次大戰爆發前相當明顯， 而今在一百年多之後，狀況似乎重演。本文將以曾喧騰一時的共軍「反介入∕區域拒止」作戰構想，與美國作為反制的「空海一體戰」作戰概念為案例，指出當代軍事科技發展其實有利防禦，使美軍更易於阻止共軍跨海攻臺，但美中雙方卻都發生了攻勢崇拜的現象。本文首先將整理新軍事科技的發展及其對攻守平衡的影響，接著在分別從共軍與美軍方面的軍事著作、相關學術著作，以及美中主流媒體的報導與評論，呈現美中雙方攻勢崇拜現象的存在。

“Offense-defense theory” was brought out in the late 1970s. It originally focused on the influence of military technology to the “offense-defense balance”. However, with the time goes by, the idea of the theory has shifted to think that the subjective cognition and understanding of technology in the direction favorable to offense. This is the so-called “offense worship” phenomenon, which was quite obvious before the WWI. Now, more than a century later, it seems to repeat itself. This article will take the PLA’s “A2/AD” concept of operations and the “ASB” concept of operations with the United States as a case to point out that the development of contemporary military technology is actually beneficial to defense strategy. In addition, although it will make it easier for the US military to stop the PLA attack Taiwan from across the sea, both the United States and China have worshipped offense strategy. This article will first summarize the development of new military technology and its impact on offense-defense balance, and then present the existence of the offense worship phenomenon by analyzing the related military and academic works, including media’s reports and comments from both sides.
