Therigid frame bridge has become the main facility of national defense preparation, traffic engineering, water conservancy engineering and other bridging and connecting two points, and is also one of the key projects of manypublic constructions. However, in recent years, the quality crisis of many domestic public constructions had caused the public opinion to attach great importance to the safety of steel structure bridges, and also increased the difficulty of examination when bidding for rigid frame bridges. Therefore, how to understand the evaluation criteria and its relative importance from officials and scholars in the selection of rigid frame bridge contractors is absolutely important for the rigid frame bridge industry.
In this study, the Analytical Hierarchy Process (AHP) was used to construct a complete selection framework and corresponding criteria for rigid frame bridge contractors by interviewing experts, including industry, government, and academic who actually participated in the construction or reviewed the project selection of steel bridges. By comparing the importance of the two criteria, the relative importance of each framework and criterion was analyzed so as to provide the guildlinesin practical operation for rigid frame bridgecontractors. This study refers to many government regulations, experts' personal visits, bidding documents, and practical manufacturers' information, proposes five main dimensions and 16 evaluation criteria, obtains the criteria importance evaluation data from 11 expert questionnaires.
The results show that the weight of the main structure is usually reflected in the bidding documents, such as construction plan, main interface coordination ability, past contracting performance, implementation ability of risk assessment and countermeasures, and contractor's qualification. However, in the weight of criteria, interface dispute coordination ability, improving construction safety and reducing public resistance, and the experience and certification of professional principal are the top three items.This result also shows that in recent years, the public works often encounter in the implementation of interface coordination, public security and people's struggle, etc., which has also become a more important project for the judges from exxperts.In addition, this study also further analyzes the differences between industry and non industry experts in the criteria assessment.
