鑒於事業廢棄物的處理與民眾的日常生活和環境衛生息息相關，若處理不當將造成環境污染進而影響人民健康。自2002年國內積極發展事業廢棄物再利用以來。事業廢棄物再利用率已達89%。也造成即便政府長期努力稽查廢棄物處理作業，再生產品去化不順及處理不當事件層出問題日益嚴重。本實驗室提出可訂出廢棄物處理廠相關評鑑指標，以促使廢棄物處理廠處理廢棄物能更加完善，以達2016年政府宣示循環經濟之目標。即是把事業廢棄物轉換為再生資源，提升天然資源使用效率，進而創造資源循環的價值。本研究係以問卷調查方式探討國內之公民營廢棄物清除業、處理業、清理業及再利用業對於如何訂出廢棄物處理廠評鑑指標之管理及目前台灣最欠缺哪種廢棄物市場回收價值與最欠缺哪種處理廠作調查分析。研究調查結果顯示高達94％受訪公司代表贊同推動廢棄物處理廠評鑑指標，有77％受訪公司代表認為廢棄物處理廠評鑑指標應由政府來推動、有65％受訪公司代表認為廢棄物處理廠評鑑應由行政院環保局來執行，有89％受訪公司代表認為推動廢棄物處理廠評鑑指標對廢棄物管理及處理有幫助。就哪些項目應列入評鑑指標而言，處理廢棄物之能力佔91％，所收受之廢棄物是否有依規定於期限內妥善處理完成佔89％，是否有依廢棄物清理法及公民營廢棄物處理許可文件內容規定辦理佔78％。另有89％受訪公司代表認為塑膠是目前台灣民生垃圾中最欠缺市場回收價值，有96％受訪公司代表認為污泥及灰渣是目前台灣事業廢棄物最欠缺市場回收價值，有94％受訪公司代表認為安定掩埋是目前台灣處理有害事業廢棄物最欠缺的處理廠。最後依據研究結果，提出結論與後續研究之建議，以作為台灣相關環保業務管理之參考。

In view of the fact that industrial waste disposal is closely related to people life and environmental sanitation, improper disposal causes environmental pollution and affects human health. Since 2002, Taiwan started to developed business on industrial waste recycling. The recycle percentage of industrial waste has reached to 89%. It has also caused serious problems in the event of irregularities in the recycling of recycled products and improper handling of the waste even though the government has been working hard to audit waste disposal operations.Our laboratory proposes that the set relevant evaluation indicators for waste disposal plants. In order to promote the waste treatment plant to process waste more fully,so as to achieve the goal of the circular economy announced by Taiwan government in 2016,That is to convert industrial waste into renewable resources, improve the efficiency of the use of natural resources, and then create the recycling benefits. This thesis is aimed to investigate the management of domestic waste disposal, disposal, cleaning and recycling industries. The domestic questionnaire survey was proposed on howto set the evaluation indicators for waste treatment plants and which waste market recycling is currently lacking in Taiwan, basing on good manufacturing practice indicators of food factory. Value and what kind of treatment plant is most lacking for investigation and analysis. The research results showed that 94% of interviewed company representatives agreed to promote the evaluation index of waste treatment plants, 77% of interviewed company representatives convinced that the evaluation index of waste treatment plants should be promoted by the government, and 65% of interviewed company representatives considered that the evaluation of waste treatment plants should be implemented by the Environmental Protection Bureau of the Executive Yuan. There are 89% of interviewed company representatives believed that promoting the evaluation index of waste treatment plants is helpful to waste management and treatment. In terms of which items should be included in the evaluation indicators, the capacity to treat waste accounts for 91%, whether the received waste has been properly disposed of within the deadline and accounted for 89%. Whether there is a permit for waste disposal in accordance with the waste cleanup law and municipal solid waste. The content of the documents stipulated that were handled for 78%. In addition, there are 89% of interviewed company representatives considered that plastics are the most inadequately recycled plastics in Taiwan's livelihood garbage. 96% of interviewed company representatives thought that sludge and ashes are the most inadequately recycled plastics in Taiwan's commercial waste. 94% of interviewed company representatives believed that stable landfill is currently the most inadequate treatment plant in Taiwan to deal with hazardous business waste. Eventually, based on the research results, conclusions and recommendations for follow-up research are put forward as a reference for Taiwan's related environmental management.
