本文的實證重點為各項犯罪率和所得分配不均以及失業這兩個經濟因素的關聯性。各項犯罪率包含整體的刑事案件發生率及人口率、竊盜事件的發生率及人口率、以及暴力事件的發生率及人口率。所得分配不均的指標為吉尼係數；失業的指標則是失業率。本文所涵蓋的資料範圍為臺灣2009年至2017年的政府公開資料，其中包含19個縣市，以及9個時間點，形成171筆追蹤資料，並以這組資料進行固定效果模型的分析，再以不同的方式來考量時間效果的影響。實證結果發現，在加入時間虛擬變數的模型中，失業率對於犯罪的影響並不顯著，但若將時間虛擬變數改成線性時間趨勢的話，則失業率對於大部分犯罪數據都存在顯著的正向影響。而吉尼係數在本文所採用的模型中，都不會對暴力相關的犯罪數據有顯著影響，只會對整體犯罪和竊盜相關的數據有顯著的正向影響。

This paper analyzes the impacts of income inequality and unemployment on total crime rates, larcenous crime rates, violent crime rates and corresponding offender rates. In this paper, we uses a panel dataset of 19 cities and counties in Taiwan from 2009 to 2017. To eliminate possible omitted variable bias, we set up two main models, both models are based on fixed effect estimation with the consideration of time dummies and a linear time trend. Our empirical results show that the unemployment rates have no significant influence on any crime variables in the model with time dummies, but significant and positive in the model with a linear time trend. We also find that Gini coefficient has significant and positive impacts on total crime rates, larcenous crime rates and corresponding offender rates, but has no significant influence on any crime variables related to violence. In terms of policy implication, our empirical results suggest that we should reduce unemployment rates to control crime rates, and suitable progressive tax system is necessary too.
