Public officials in the procurement department of public hospitals must familiarize with, use, and understand the government procurement law. Relevant procurement must follow the government system and carry out procurement in accordance with the current government procurement law;In addition,the higher-level agencies of the public service department are required to conduct procurement audits of lower-level agencies every year, Through auditing and supervision, correct the procurement process errors, make missing corrections, and track the follow-up correction of the situation, prompt the agency to conduct procurement operations in accordance with the Government Procurement Law and its sub-laws, administrative orders, and interpretation letters, and build an open and fair procurement environment To promote government departments to improve administrative efficiency. Because the wrong purchasing behavior will affect the purchasing quality and efficiency, and even lead to an increase in the overall purchasing cost, this study by sorting out the lack of procurement of a public medical institution and classifying it to understand the main causes and statistical data of the wrong purchasing behavior, Will help case hospitals to improve the quality of procurement and reduce the incidence of missing. In this study, the case hospital was used as a case of procurement deficiency and procurement strategy research.Through the researcher's in-depth understanding of the procurement operation of the medical institution,observation of relevant procurement actions and analysis of internal secondary data collected (including procurement audit data, procurement procedures, etc.) If there is a deficiency in the procurement business, we will work out ways to improve it and provide a feasible procurement strategy based on the current procurement situation of the case hospital. The results of this study are as follows: 1、The stage of frequent violation of procurement and its causes and effects. According to the statistics of procurement missing data of audit case hospitals from 105 to 108 years, the most frequent missing stage is bidding stage, the most of which is the lack of preparation of bidding documents. The reasons for the missing are analyzed as follows: personnel stability, not familiar with the contents of bidding documents, not simplified procurement procedures. 2、Improving purchasing performance by improving management. Feasible procurement strategies include establishing standard procurement procedures, signing long-term supply contracts, centralized procurement, building procurement information platform, making good use of restrictive bidding, setting up procurement expert consultation group, meeting collective resolution and other detailed measures such as simplifying procurement procedures and guiding instead of auditing.
