IATF16949:2016 汽車產業品質管理系統是由國際汽車特別工作小組 (International Automotive Task Force)基於 ISO 9001:2015 品質管理系統的架構發展而來一套標準,適用於提供汽車產業相關零組件之生產與服務的企業。2017年台灣汽車零組件出口值為1721.5億,較2016年成長1.9%,其中生產「其他汽車零組件」比例最高,占41.5%,共830億,證明台灣汽車零件業是非常有競爭力的,因此導入IATF16949是台灣中小型企業在汽車供應鏈中維持競爭優勢之重要議題。
然而台灣中小企業通常聚焦於生產技術開發,IATF16949除強調製程作業環境的要求外,為符合綠色供應鏈的國際趨勢,亦重視生產過程中對於環境之衝擊影響,與ISO14001環境管理系統之要求具相容性。本研究以台灣汽車零件供應鏈具ISO9001驗證合格之一家中小企業為研究對象,透過質性深度訪談的方式,探討中小企業生產過程中與ISO14001要求之現況差異與執行重點,研究結果顯示個案公司於與製程相關之環境考量面鑑別評估、環境目標方案與緊急應變計畫為現況差異重點,而本研究亦提出八項執行重點項目以供中小企業環境管理系統導入之執行參考。

IATF16949: 2016 The automotive industry quality management system is a set of standards developed by the International Automotive Task Force based on the ISO 9001: 2015 quality management system architecture, which is suitable for the production and service of automotive industry related components Business. In 2017, the export value of Taiwan’s auto parts and components was 172.15 billion, an increase of 1.9% from 2016. Among them, the production of “other auto parts and components” was the highest, accounting for 41.5%, a total of 83 billion. This proves that Taiwan’s auto parts industry is very competitive. Therefore, the introduction of IATF16949 is an important issue for Taiwanese small and medium-sized enterprises to maintain a competitive advantage in the automotive supply chain.
However, Taiwan SMEs usually focus on the development of production technology. In addition to emphasizing the requirements of the process operating environment, IATF16949 is in line with the international trend of the green supply chain, and also pays attention to the impact of the impact on the environment during the production process, which is in line with the requirements of the ISO14001 environmental management system Capacitive. In this study, one of the small and medium-sized enterprises in Taiwan’s auto parts supply chain with ISO9001 certification was selected as the research object. Through qualitative in-depth interviews, the current status of the SME production process and the requirements of ISO14001 and the implementation focus were discussed. The research results showed that the company produced The process complies with the requirements of relevant environmental protection regulations, for example, the treatment of production wastewater and waste management are in compliance with the regulations, but the environmental impact assessment has not been fully implemented for all processes. In addition, regular regulations have not been checked. The painting also focuses on fire safety, and emergency response measures for potential environmental impact of the process have not yet been established.
