”Enlisting system” is a great change in the revolution of military affairs. It''s not only to adapt to the conversion of new military technology and combat patterns but to enhance the overall capability of the national military defense, extended reserve forces, and the proper plan of the use of national manpower. In 2021, the Taiwanese population reach a climax and will become a super-aged society (20% of the elderly population)in perspective. The falling population of children and aged society becomes a silent crisis, affecting national development and national security. All the military innovational projects and the modification of the enlisted system are implemented as a schedule. Recruitment work sets annual targets based on the needs of troops and distinguished into 12 channels such as school classes and employment classes, etc. These channels stably recruiting aspiring young people to join the army. Execution and suspension of the latest streamlined program is the challenge of adaption in armed forces. The Reserve Officers’ Training Corps(ROTC), started to enroll students in college since 1997. There are a few reasons that cause the result not going well at the beginning such as the transformation of national defense, society vibe, actual needs of the troops, and the supported will of schools. In 2017, it has promoted the ”consignment of non-government personnel for the selection of the University Reserve Officer Training Corps” and the national defense cultivation classes of senior secondary schools. It has established good interaction and recruitment channels with college students and schools. With these proactive cooperations including ”ROTC Nanya Institute of Technology”, ”National Tsing Hua University”, ”National Taipei University”, National Chung Hsing University”, National Chiayi University”, ”National Pingtung University”, it achieved immediate tangible effects. Therefore, how to effectively use national defense resources and select outstanding young people to join ROTC will be the priority mission. In addition to the diverse learning environment and a free and open academic atmosphere of private universities. Recruiting junior officers with excellent and innovative thinking for the troops and integrate them into society can strengthen the armed forces. With a creatively, harmonious and enthusiastic recruitment attitude, the recruitment team allows principals, division heads, and students to understand the characteristics of the recruitment team of the armed forces, provides students with multiple choices of schooling and employment, and creates a win-win situation for students, schools, the armed forces, and society.
