國際人口移動是影響人力資本其中一個重要的因素,在全球化及自由化的潮流下,跨國人口移動比以往更加便利。青年國際移動越來越頻繁,許多年輕學子選擇離開家鄉至他國就學、工作,多數學生在完成學位後都希望可以留在當地工作,因此,在移動至其他國家前,大部分學生會將當地工作環境及工作機會是否對自身生涯發展有利納入考量。1978年北京實施改革開放後,兩岸經貿連結下,中國大陸國台辦於2018年2月28日公布 31 條「關於促進兩岸經濟文化交流合作的若干措施」,其中12條涉及加快給予台資企業與大陸企業同等待遇,19條措施涉及逐步為台灣同胞在大陸學習、創業、就業、生活提供與大陸同胞同等待遇,藉以吸引台灣青年赴陸發展。

本研究主要探討影響台灣青年赴陸就學、創業、就業以及定居之決定性因素,在對843份有效問卷進行敘述性統計後發現:(1) 台灣青年偏愛以學校組織方式進行交流,超過一半的學生因中國大陸創業與就業環境佳而有意願赴陸交流,僅有5.4%的學生因為兩岸民意對抗升高,不願至中國大陸交流 (2) 38.7%的學生因中國大陸薪資和待遇而願意赴陸工作,其中北上廣深一線城市則是他們希望工作的城市,然而,有16.7%的學生因為人身與財產安全的疑慮而不願赴陸工作 (3)中國大陸市場的成長性使59.1%的學生願意赴陸創業,而人身與財產安全的問題使16.1%的學生無意願赴陸創業 (4)超過一半的學生由於中國大陸生活環境的改善而有意願定居大陸,然而,24.4%的學生因兩岸關係的預期而不願定居中國大陸。

The international mobility of people is one of the important factors of the change of human capital. Under the trend of globalization and liberation, the transnational mobility of people has become more convenient than ever before. Youths’ international mobility has become frequent in recent years, more and more young people choose to leave their home country and go to other countries for study or work. The most common phenomenon is that after finishing the degree, most of them will stay there and get a job. As a result, before mobilizing to other countries, many students will take into account the working environment and working opportunities which will be beneficial for their future development. After Beijing implemented the reform and opening-up policy in 1978 and under the connection of cross-strait economy and trade, on February, 28, 2018, the Taiwan Affairs Office of the State Council issued “31 measures” for promoting cross-strait exchanges and cooperation on economy and culture. Among the “31 measures”, 12 measures claim to treat Taiwan-funded enterprises the same as Chinese enterprises and 19 measures claim to provide Taiwanese the same as Chinese counterparts on studies, entrepreneurship, employment and settlement. Beijing’s policy toward Taipei has changed to initiatively attract Taiwanese people to mainland China.

This study focuses on what are the key factors that influence the willingness of Taiwanese youths on exchanges, entrepreneurship, employment and settlement in mainland China. After a descriptive analysis of 843 valid sample, the study found that (1) Taiwanese youths prefer doing exchanges by school organizations and more than half of people are willing to exchange in mainland China because of employment and entrepreneurial environment in China. Only 5.4% of people are unwilling to exchange and the key factor is the increasing cross-strait confrontation on public. (2) 38.7% of people want to work in mainland China because of the salary and treatment that China provided. Most of them want to work in the first-tier cites, like Guangzhou and Shenzhen. However, 16.7% of people don’t want to work in mainland China because of personal and property security. (3) Due to the market growth in China, there are 59.1% of people are willing to start a business, however, personal and property security makes 16.1% of people unwilling. (4) Because of the improvement of living environment makes more than half of people want to live in mainland China and the expectation of cross-strait relation cause 24.4% of people don’t want to live in mainland China.
