道路交通事故影響民眾安全甚鉅,對於警察機關而言,如何降低道路交通事故件數更是重點工作。外勤員警日常肩負處理各類道路交通事故之責,為了能由平時處理交通事故時所記錄之相關數據過濾出可用資料藉以分析車禍成因,交通事故案件處理系統是不可或缺之系統。惟在實務之運用,偶會因組織規定、員警勤務多寡或系統設計是否完善等原因,而影響了員警在交通事故建檔之意願或完整性,間接地影響了道路交通事故成因分析及警察執法規劃,因此,本研究旨在透過研究外勤員警對於交通事故案件處理系統之使用行為意圖,並以降低道路交通事故件數為最終目的。
由於交通事故案件處理系統係屬於科技設備之運用,因此在本研究的理論架構上係參考了科技接受模式,並結合了計畫行為理論,透過知覺易用性、知覺有用性、使用態度、主觀規範及知覺行為控制等構面來探討員警對於該系統的使用行為意圖。
本研究採用量化之研究方式,以臺南市政府警察局實際處理交通事故之外勤員警為研究對象,並採用問卷方式調查員警感受,計回收239份有效問卷,經利用驗證性因素分析及結構方程模型分析等方式,發現使用態度、主觀規範及知覺行為控制構面則會直接影響使用行為意圖,而知覺易用性及知覺有用性構面會間接影響使用行為意圖。最後也針對分析結果提出實務上之建議,期能提升員警對於交通事故案件處理系統的使用行為意圖,達到完善系統資料之目的,進而提供業管單位做為交通事故分析之重要參考依據並降低交通事故。
Traffic accidents have pernicious impact on general public safety in our society. In order to realize the causes of traffic accidents, the traffic accident information system has been used in analyzing the relevant data filtered from the accident records. However, the will of the police to create the traffic accident files and the integrity of the files has been affected by the organization stipulation, the loading of their duty or the perfection of the system design. The aim of this study is to investigate the behavioral intention of the police to use the traffic accident information system and provide some insights to reduce the incidence of traffic accidents in the future.
Because the traffic accident information system belongs to the application of technological equipment, the theoretical foundation of this study is based on the Technology Acceptance Model and the Theory of Planned Behavior. We explore the determinants of the behavioral intention of the police when using traffic accident information system, including perceived ease of use, perceived usefulness, attitude toward using, subjective norms, and perceived behavioral control.
This study included the police who managed the traffic accidents in Tainan Police Department. A total of 239 valid questionnaires were enrolled for the final analysis. After using Confirmatory Factor Analysis and Structural Equation Modeling of analysis, we found that the attitude toward using, subjective norms and perceived behavior control affected the behavioral intention of use directly. The perceived ease of use and perceived usefulness affected behavioral intention of use indirectly. In conclusion, this research provided practical recommendations for the police agency to improve the behavioral intention of using the system and tries to reduce the incidence of the traffic accidents in the future.
