「權力轉移理論」是1958年所出現的觀點,主張整個國際體系是一個層級型的金字塔社會,當原先在頂端的有支配性強權,與興起中次級強權間的實力差距,從懸殊變得接近時,此一權力轉移的現象將會導致體系的不穩定,增加戰爭發生機率。後來,經過持續的發展,權力轉移理論進一步認為,權力轉移的本身並不一定會帶來戰爭,還取決於興起中次級強權對既有支配性強權,是否感到滿意。然而,究竟是甚麼因素導致這滿意與不滿意呢?為什麼既有支配性強權不肯給予興起中次等強權滿意的對待呢?在既有的研究中尚缺乏討論。對此,本文主張,興起中次等強權的不滿,來自於既有支配強權的種族主義,並以美國興起的歷史為例加以驗證。
The "Power Transfer Theory" emerged in 1958and argued that the international system is hierarchical with the leading power at the top. When the power gap between the dominant power and the emerging secondary powers comes closer, such a power transition will lead to instability in the system and increase the possibility of war. Later, as this theory continued to develop, it was further argued that the power transition itself did not necessarily lead to war, but depended on whether the emerging powers were satisfied with the dominant power. Nevertheless, what are the factors leading to this satisfaction or dissatisfaction? Why does the dominant power refuse to give satisfactory treatment to the emerging secondary power? In this regard, this research argues that the dissatisfaction stems from the racism of the leading dominant powers, as illustrated by the contemporary U.S. represented by Donald Trump.
