近年來動物收容環境與人道之議題,受到高度注目,如何重視動物生命,確保收容環境符合公眾期待,環境極差之犬貓收容處,能提供永續且維持生存之良好環境,成為動物收容所面臨重要課題。支持動物保護政策落實,收容所管理扮演關鍵性角色,如何透過建築與相關設施調整,確保公共安全和清潔衛生品質為刻不容緩之議題。收容所是複雜且多層面因素的環境,面對收容所規劃上有諸多複雜之處,如何針對多重因素衝突與價值取捨的矛盾中作決策,甚為困難。故此,針對相關收容環境與設施之問題,希望透過客觀、科學、系統性的研究步驟,建構出改善環境與設施之項目因子,於提供實施解決方案階段,能達到有效改善項目與程序,以可優化動物收容處之永續福址為目標。本研究採用質性與量化研究分析方式進行。
研究先以「文獻分析」彙整環境與設施對動物影響之因子,再經「模糊德爾菲法」、「層級分析法」,透過二階段專家問卷,彙整產官學界等各領域專家意見及統計分析,結果得出全體專家群決策評估指標之權重值與排序,及各領域專家意見之差異分析等研究成果。研究可歸納相關結論:在三大評估構面下,七項評估要項及二十四項評估因子之排序,第一層目標下(一)評估面向「建構友好環境」為排序第一,顯示提升動物收容所外在形象,與在地整體環境連結,降低鄰避之憂。(二)評估要項中「影響外在環境」排序第一,如何提出改善環境對策,是朝向與鄰里居民、周遭環境永續共享之考量因素。(三)評估因子「通風系統設備規劃」排序第一,通風不良導致環境潮濕,動物易患皮膚疾病,通風系統完善正確的換氣率,是動物收容所設計的重要環節,也是為動物打造健康而人道的生活空間的要素。
針對改善環境各項評估項目應用AHP,取得客觀之權重值與排序,提出改善指標之優先順序,作為改善項目評量之參考,以達到有效步驟進行改善,及政府和業界擬定動物收容所計畫時為環境項目之參考,期能提升動物健康與福祉。

In recent years, the environment of animal shelters and the killing of animals have received great attention. How to cherish animal life and ensure that the sheltered environment meets public expectations. How to provide a sustainability and good living environment for cat and dog shelters with extremely harsh environments has become an important issue facing animal shelters. To support the implementation of animal protection policies, shelter management plays a key role. How to ensure public safety and sanitation quality by adjusting buildings and related facilities has become a top priority. A shelter is a complex environment with many factors. Faced with the complexity of housing plans, it is difficult to make decisions based on the conflicts of multiple factors and the contradictions of value choices. Therefore, in view of the problems related to the environment and facilities, we hope to construct project factors that improve the environment and facilities through objective, scientific and systematic research steps. In the stage of providing implementation solutions, we can implement effective improvement projects and optimize them. The goal is the sustainability development of animal shelters. This research was conducted using qualitative and quantitative research and analysis methods.
The research first uses " Document Analysis " to summarize the factors affecting animal environment and facilities, and then uses " Fuzzy Delphi Method " and " Analytic Hierarchy Process " to analyze animal opinions and statistical data through a two-stage expert questionnaire survey. Collected experts in various fields including industry, government and academia. As a result, the weights and rankings of all expert groups' decision evaluation indicators were obtained, and the differences in opinions of experts in various fields were analyzed. The research can conclude related conclusions: Seven evaluation items and twenty-four evaluation factors are ranked under three evaluation dimensions. Under the first-level objective (1), the evaluation is guided by "creating a friendly environment", and The evaluation is carried out under the first-level objective. First, it shows that improving the external environment of the animal shelter is related to the overall environment around it, thereby reducing the trouble for the neighbors. (2) In the evaluation project, "affecting the external environment" ranked first. How to propose environmental improvement measures is a consideration for sustainable sharing with neighbors and the surrounding environment. (3) The evaluation element "Ventilation System Equipment Plan" ranked first. Poor ventilation can result in a humid environment, and animals are prone to skin diseases. The correct ventilation rate of the ventilation system is an important part of the animal shelter design and can also create health for the animals. And the elements of a humanized living space.
Use decision-making methods to obtain weight values and rankings. The purpose is to effectively improve projects and procedures at the stage of providing implementation solutions, and to be a reference for environmental projects when the government and the industry draw up animal shelter plans, in order to improve animal health and well-being
