隨著COVID-19的大流行,多數國家實施了封鎖政策,台灣政府為了降低病毒傳播機會,在疫情爆發期間放寬對遠距醫療的限制,讓民眾多了一種就醫的選擇。因此本研究將要探討哪些因素會影響民眾在COVID-19疫情流行期間使用遠距醫療就醫之行為意圖。

經過文獻探討後,本研究以UTAUT2作為主要研究架構,刪除不合適的構面,加入新的構面如信任、隱私顧慮,並驗證經驗、職業等調節變數的效果,期望能找出影響民眾在COVID-19疫情流行期間使用遠距醫療的因素。

本研究採用網路問卷形式,於網路平台Instagram及Facebook上發放問卷,最後回收實際有效問卷310份,有效回收率為97.2%。使用SPSS 24.0進行信效度分析,SmartPLS 3.3.9進行SEM分析等。結果顯示社會影響、習慣及信任對行為意圖有正向顯著影響;而習慣及行為意圖會正向顯著影響使用行為。

最後提出貢獻及建議,過往台灣對於遠距醫療的限制嚴格,直到COVID-19的爆發才開始將相關法規做內容的修正,期望未來能制定更合適且全面的政策,讓民眾不再對遠距醫療感到陌生。本研究的結果將有助於未來主管機關制定就醫方式的規範和健保給付的參考。

With the spread of COVID-19 and the pandemic, almost all of the countries have implemented lockdown policies. During COVID-19, in order to reduce the chance of the virus spreading, Taiwanese government has relaxed restrictions on telehealthcare during the pandemic, giving people an additional option for medical treatment. Therefore, this study will explore the factors that influence the behavioral intentions for using telehealthcare systems during the period of the COVID-19 pandemic.

This study has taken UTAUT2 as the main framework, delete the unsuitable dimension, and adds new dimensions such as confidence, privacy concerns. And verify the effect of moderator variables such as experience and profession. Expect to find out what factors affect people use telehealthcare during the COVID-19 pandemic.

We have collected 310 questionnaires from Instagram and Facebook, and the effective recovery rate is 97.2%. SPSS 24.0 is used for reliability and validity analysis, and SmartPLS 3.3.9 is used for SEM analysis. The results show that behavioral intention is significantly influenced by social influence, habit and confidence. Use behavior is significantly influenced by habit and behavioral intention.

Taiwan had strict restrictions on telehealthcare, until the outbreak of COVID-19 that the related regulations are amended. Hope that more appropriate and comprehensive policies will be formulated, that people will no longer be unfamiliar with telehealthcare. This study will help the competent authorities to formulate the standard of medical treatment and the reference of health insurance payment in the future.
