The "general labor shortage" in Taiwan has been a big issue since 1986. In order to increase the labor supply and leverage overall workforce in Taiwan, several acts were passed. In 1989, the first batch of projects introduced foreign migrant workers to participate in large-scale public infrastructure constructions. In 1992, the Legislative Yuan passed the "Employment Services Act", which legally introduced foreign migrant workers through the establishment of private manpower companies, and introduced Taiwan through the "supplementary labor policy". From the global epidemic of COVID-19 to OMICRON in Taiwan, it has caused the current situation and predicament of the manpower agency to face crisis never seen before. This thesis statement is based on the past history of the manpower agency industry and its 30-year business footprint in accordance to the government policies, thus to conclude and discuss the current situation and development of private employment service agencies for review and evaluation. Foreign migrant workers have been a major labor force in Taiwan, for them have participated in Taiwan's economic take-off since the 1980s. The government has actively promoted public investments such as east-west expressways, MRT construction, highways and green environmental protection construction, and went through the Asian financial turmoil and information industry bubble. Then came the major crisis in 2000s. In 2003, the SARS epidemic spread internationally, followed by the bankruptcy of Lehman Brothers in 2008, and the financial tsunami crisis affected global economic and trade activities. Although the economy recovered rapidly in 2010s, the European debt crisis occurred in 2012, and due to factors such as the economic recovery of the United States did not grow as expected and the growth of emerging countries in the world slowed down. This thesis emphasize on how major factors such as human migration and population growth rate have affected the Taiwanese economy, and discuss the future economical influences of south east Asian labor force in Taiwan.
