National security depends on the national army. They are inseparable for a nation needs the help of the national army with wars, natural disasters, mountain disaster relief, and so on. However, it has a stereotype rooted in the mind of the public that the national army is merely connected to wars. Furthermore, Taiwan today peacefully coexists with the international community. Therefore, the respect and recognition received by the national army is obviously insufficient. How to change this impression has become a concern to the national army leaders. In light of this, this thesis takes the JC Command as an example, analyzes the past documents, personally participates in observations and conducts in-depth interviews with the executives. Then, it applies organizational management theory, performance management theory and leadership governance policy as the research foundation to discuss the advantages and disadvantages of the JC Command’s leadership and analyze its effectiveness. To begin with, the thesis investigates the implementation of the national army’s policy to discuss the various reactions to army orders descending from higher levels of troops. It discloses whether the national army’s leadership and control policy can be recognized by the officers and soldiers as well as by the general public. The thesis finds that due to the different styles of army leaders, the descending orders responded by the subordinates are also different. The degree of fulfilling the orders is dissimilar accordingly. In conclusion, organization operations are mostly carried out in a gradual manner, and multi-party learning is necessary in order to respond to possible subsequent situations and improve the performance of the troops. The research suggests that the timeliness of army policy can be issued and improved by using more information equipment. In order to retain staffs, it recommends that the technical staffs should recruit locals. It is hoped that the national army performs outstandingly in all aspects to gain public recognition and respect that the national army deserves.
