永續轉型的學術文獻迄今在數量上有顯著的成長,但研究的主題在產業別及地理區域方面還是相當狹窄侷限的。目前為止,該領域對農糧(agro-food)系統的永續轉型探討不多,在地理區域上以研究歐洲國家居多,因此本研究擬在此計畫中探討我國農業系統中永續轉型的議題,以補足永續轉型在學術上的缺口。在台灣農業系統中,具有產銷履歷與有機兩種標章的農產品是政府立法具體推動,期許引導農民對永續農業的實踐。但自2007年立法通過後,至今獲得驗證的耕地面積佔全國總耕地面積的比例仍相當低。值此之際,實有必要瞭解我國農糧系統在這兩項的永續轉型發展緩慢的關鍵因素,以期藉此提出促進永續轉型發展的建議。在研究架構方面,本研究將結合多層次觀點及社會實踐方法兩種分析架構,更著重於從永續轉型中的使用者與非使用者的實務中找出驅動及阻礙永續轉型的因素。
The academic literature on sustainable transitions grows significantly in quantity, but the research topics are still quite limited in terms of section and geographical area. So far, the researches discussing sustainable transitions of agro-food systems are relatively few, and many previous studies in the field cover developments of European countries. Therefore, this study intends to address this gap by exploring the sustainable transitions of agro-food system in Taiwan. In Taiwan, the government has promoted traceable agricultural products and organic products by legislation, intending to guide farmers to implement sustainable agriculture practices. However, since the laws were issued in 2007, the proportion of certificated land area to the total land area is still quite low. Therefore, it is necessary to identify the key factors of the slow development of the sustainable transitions of agro-food systems, which are useful to foster the development of sustainable transitions. Regarding the research framework, this study integrates multi-level perspective and social practice methods to identify the drivers and hinders of sustainable transitions, and especially address the views of users and non-users of sustainable agricultural practices.
