The function of the Army logistics unit is to maintain the availability of Army ground force equipment to meet the needs of the force and to achieve effective combat capability. Sun Tzu wrote in the article "Army of War", "If you raise your army and strive for profit, you will fall short; if you entrust an army and strive for profit, you will donate your luggage. Therefore, if the army has no baggage, it will perish, if there is no food, it will perish, and if there is no commission, it will perish.” Thus, the importance of logistics is illustrated. Therefore, under the limited national defense budget, it is necessary to unleash the effectiveness of equipment and implement preventive maintenance services in order to improve the equipment availability rate and facilitate the achievement of various tasks. In response to the threat of enemy situations and the needs of future homeland defense operations, the Army's combined battalions have been formed successively since 2020. In order to improve the maintenance effectiveness of equipment, this study takes the secondary maintenance plant of an Army's combined battalion as research object and applies the failure mode and effect analysis(FMEA)to investigate the failure factors of its operations, and evulate risk priority number(RPN)of each factor. Then through expert interviews, suggestions for improvement are put forward to improve the maintenance effectiveness of the equipment entering the plant.
