時代的變遷與科技的發展不僅帶動經濟的發展，於另一個層面也帶動了犯罪的革新，跨國犯罪享受著科技發展與交通便捷的時代紅利，輾轉於國家與國家之間，面對跨國犯罪加入國際警察組織與派遣駐外警察聯絡官為我國打擊跨國犯罪的兩大手段。
本研究意旨在當前國際外交嚴峻的環境下，我國已連續多年意圖加入國際刑警組織以加入並獲取國際間警察組織合作的平台與資料庫，惟國際警察組織是否如同過去所設想，或加入組織後是否就能獲取各國的犯罪情資仍是未知，而現有的駐外警察聯絡官制度逐漸完善，派駐外國期間表現也有目共睹，但如何以現有的聯絡官制度為基礎持續發展，則需要外交部的同意與協助。
本研究深度訪談4位外交部人員及3位曾任或現任駐外警察聯絡，想就外交部及警政體系人員角度，對於警察聯絡官制度給予意見，外交部以較為宏觀且具專業外交視角分析警察聯絡官於駐外機構內所需具備能力，作為後續警察聯絡官培訓參考方向，以此為基礎向外交部表達我國警政單位派遣駐外警察聯絡官打擊跨國犯罪之決心。
透過資料分析與深度訪談本研究發現，國際警察組織功能其實並不如預期，並且受政治力干擾嚴重，我國反而更適合發展駐外警察聯絡官，而駐外警察聯絡官目前所面臨最大問題是經費與員額兩大方向，員額需要會商外交部，經費則需警政署向相關部會爭取。
本研究在爬梳與分析上述資料後，建議警政署積極向外交部爭取外派員額，並搭建外交部、刑事局與駐外警察聯絡官的共同通訊平台，以充足的經費良好的溝通協作，提升我國打擊跨國犯罪能量。

The changes of the times and the development of technology not only drive economic growth, but also bring about innovation in crime. Transnational criminals benefit from the era of technological development and convenient transportation, and operate across countries. To combat transnational crime, two main methods are available to our country: joining international police organizations and dispatching liaison officers.
This study aims to explore the current severe international diplomatic environment and how our country has been attempting to join the International Criminal Police Organization (INTERPOL) for several years to gain access to the platform and database of international police cooperation. However, it remains uncertain whether joining the organization would lead to obtaining crime intelligence from various countries. While the existing system of dispatching liaison officers has gradually improved and shown promising results, further development based on the current system requires the approval and assistance of the Ministry of Foreign Affairs.
The study interviewed four personnel from the Ministry of Foreign Affairs and three former or current liaison officers to obtain their opinions on the liaison officer system from the perspectives of the Ministry of Foreign Affairs and the police system. The Ministry of Foreign Affairs provided a macro and professional diplomatic analysis of the required abilities of liaison officers in foreign missions as a reference for future liaison officer training, which will be used as a foundation to express the determination of our country's police units to dispatch liaison officers abroad to combat transnational crime to the Ministry of Foreign Affairs.
Through data analysis and in-depth interviews, the study found that the functions of INTERPOL were not as expected, and were heavily influenced by political forces. Therefore, our country is better suited to developing liaison officers. The biggest challenges currently faced by liaison officers are funding and staffing, with staffing requiring consultation with the Ministry of Foreign Affairs and funding needing to be obtained through the relevant departments.
Based on the above data analysis, the study recommends that the police agency actively seek staffing resources from the Ministry of Foreign Affairs, and establish a joint communication platform among the Ministry of Foreign Affairs, the Criminal Investigation Bureau, and liaison officers. Adequate funding and good communication and cooperation are essential to enhancing our country's ability to combat transnational crime.
