The purpose of this research is to explore the effectiveness of gender equality in Enterprise A during the 2021 Community Activities Restrictions Enforcement Policy in Surabaya City through in-depth interviews. The research framework developed by Yang (2010) was adopted and modified to evaluate its effectiveness. The independent variables were policy information, policy resources, and inter-organizational collaboration. It was to explore the effectiveness of gender equality in terms of perception and behavior. The research findings revealed that there was miscommunication between the owner of Enterprise A and her employees regarding the C.A.R.E. Policy, and it resulted in perception and behaviors of gender inequality. It also resulted in limited equal participation for women, which was shown in workplace regulation in the Enterprise A. The findings showed that perception and behavior of gender inequality existed in Enterprise A due to a lack of resources, a pay gap between male and female employees, and the limited variety of available jobs during C.A.R.E. Policy. Inter-organizational collaboration between governments and Enterprise A was not effective under CARE Policy. It caused perception and behavior of gender inequality in Enterprise A. Therefore, the efforts to attain gender equality at Enterprise A were proven to be ineffective during the 2021 CARE Policy period.
