鑒於無線通訊技術日益發展,頻譜需求不斷增加,而頻譜為稀缺資源,顯示頻譜共享的重要性。免執照使用之Wi-Fi技術將運作頻譜延伸至6 GHz頻段。然而,此頻段已存在一些既有使用者,包括固定微波、固定衛星等服務。為促進無線電頻譜之和諧有效使用,Wi-Fi聯盟提出自動頻率協調 (Automated Frequency Coordination, AFC) 之頻譜共享機制,並獲得美國、加拿大等國之頻譜監管機關採用,其他國家亦開始研議AFC機制在6 GHz頻段運作之適用性。本研究以此作為研究重點,期能提供我國6 GHz頻譜共享決策之參考。
本研究採用文獻分析法、情境分析法作為研究方法。首先研析發射前先偵測 (Listen Before Talk, LBT)、動態頻率選擇 (Dynamic Frequency Selection, DFS)、公民寬頻無線電服務 (Citizens Broadband Radio Service, CBRS)、自動頻率協調 (AFC) 等頻譜共享機制之運作流程及設備技術規範,評估上述候選機制於我國6 GHz頻段之適用性。接著以頻譜管理、共享與干擾處理技術、經濟效益等三個關鍵決策因素構面為基礎,分析「採用AFC機制」與「不採用AFC機制」兩大情境方案之優劣勢,並提出我國6 GHz頻譜共享之結論與建議。
本研究結果顯示,短期內,若我國開放6 GHz頻段中500 MHz的頻譜供免執照室內低功率或超低功率設備使用,則必須配合LBT機制;長期而言,如果需要進一步開放至1200 MHz供標準功率設備使用,則必須先開發我國地形地物電子資料庫,決定適合的傳播模型,並建構完整的固定點對點微波鏈路資料庫,同時配合AFC頻譜共享機制之運作,避免對既有使用者產生有害干擾,促進頻譜和諧有效使用。
With the development of information and communication technology, unlicensed Wi-Fi technology is expanding its operating spectrum to the 6 GHz band. However, this band is already occupied by existing users, including fixed microwave and fixed satellite services. To promote the efficient and harmonious use of the radio spectrum, the Wi-Fi Alliance has proposed the Automated Frequency Coordination (AFC) spectrum sharing mechanism. Many countries have started discussing the applicability of AFC for the 6 GHz band. This study focuses on this topic and aims to provide a reference for the decision-making process regarding spectrum sharing in the 6 GHz band in Taiwan.
This study adopts the methods of Document Analysis and Scenario Analysis as research approaches. Firstly, an analysis is conducted on the operational processes and technical specifications of spectrum sharing mechanisms such as Listen Before Talk (LBT), Dynamic Frequency Selection (DFS), Citizens Broadband Radio Service (CBRS), and AFC. Subsequently, the applicability of the aforementioned candidate mechanisms in the 6 GHz band of Taiwan is evaluated.
The results of this study indicate that in the short term, Taiwan can open up a 500 MHz spectrum in the 6 GHz band for unlicensed low power indoor and very low power devices, but they must be accompanied by the LBT mechanism. Opening up a 1200 MHz spectrum for standard power devices, while also implementing the AFC spectrum sharing mechanism, can be considered as a medium to long-term goal.
